• Responsible for the lifecycle management of all optical systems, data analysis systems, and special projects on the ROC II contract owned by the Wallops Flight Facility Range, located domestically and internationally. • Responsible for all aspects and phases of sustaining engineering projects, maintenance projects, upgrade projects, acquisition projects, and disposal projects, ranging from $0 - $1 million total cost per project.• Manage multiple projects simultaneously through initiation, design, integration, and operation phases.• Plan, organize, coordinate, and control all projects in accordance with established policies and procedures.• Develop and monitor project schedules to ensure projects stay on track and meet target finish.• Price project funding (labor, materials, travel), initiate and approve procurements, and monitor budget to ensure project stays below budget. • Develop and maintain all project documentation including Project Charters, Concept of Operations, Requirements Documents, Project Management Plans, and Asset Management Plans.• Make trade study assessments and recommendations, supporting Requirements Reviews, System Concept Reviews (SCR), System Requirements Reviews (SRR), Preliminary Design Reviews (PDR), Critical Design Reviews (CDR), Operational Readiness Review (ORR), and reviewing deliverables.• Provide guidance and supervision to project teams during task implementation.• Communicate daily with the customer and ensure operational support, project support, and consultation. • Provide status reports for projects on a continuous basis.

• Manage material reviews, CA processes, and recommend hardware dispositions of nonconforming items• Provide assistance during isolation and correction of discrepant conditions and procedural issues• Inspect technical operations and engineering blueprints. Support readiness reviews and provide solutions for a variety of moderate complexity technical problems• Quality representative for Failure Review Boards and production operations• Research and analyze data, perform trend and statistical analysis, track data and generate quality reporting metrics, charts and supporting documentation• Liaison for hardware documentation quality issues; coordinate review and revision of Command Media as a member of Local Documentation Change Board (LDCB)• Continuous Improvement (CI) Point of Contact for SWFLANT Quality.
