Founded in 1998, SafeHouse provides a nurturing and empowering community for women facing housing insecurity and/or escaping sexual exploitation. SafeHouse offers supportive transitional housing and a full array of support services to residents to move towards the goal of living an independent life. Through the Hope Center, the organization provides support services including case management, access to basic resources, rental assistance, and more.

My areas of focus are alternative payment models, including value based models, Medicaid financing, telehealth/telemedicine, quality of care measurement and reporting, and strategic and operational planning and design.

Led many of Booz Allen's west coast health care practice' efforts to assist governments, as well as commercial purchasers, providers, and payers of health care in implementing and assessing programs and policies established under the ACA and HITECH. This includes consulting in areas such as value-based purchasing, health IT adoption, health information exchanges, and development and use of quality measures.

Provided leadership to California Health Benefits Review Program (CHBRP) at the University of California during its founding. Directed the program’s efforts to respond to requests from the State Legislature to provide independent analysis of the medical, financial, and public health impacts of bills pertaining to health insurance benefits.

Provided consultation services to Kaiser Foundation Health Plan’s statewide departments as it relates to requirements governing services for Medicare and Dually Eligible (Medicare-Medicaid) beneficiaries. Areas of specialty included: member disclosure and notification; provider delivery system changes; marketing to elderly and disabled Medicare beneficiaries; provider contracting; and aspects of Medicare payment and billing and risk-adjustment encounter data reporting. Served as liaison to the Centers for Medicare & Medicaid Services (CMS) regional office to obtain approval for provider delivery system changes and external communications, such as member contracts, and marketing materials.

Helped develop action plan for statewide implementation of hospital-level patient safety initiatives.Obtained input on and encouraged participation in hospital-level patient safety initiative and CABG outcome measure initiative.

Project officer on feasibility study on access to skilled nursing facility care; Lead analyst on project assessing how well informed Medicare beneficiaries were of their health plan options. Developed recommendations to the Congress and the United States Department of Health and Human Services on ways to facilitate beneficiary education initiatives, improve ongoing government efforts, and develop new strategies for targeting minority and vulnerable populations; briefed MedPAC Commissioners on policy changes, ongoing analyses, findings, and draft recommendations.
