Land Use Planner
Current• Specialize in development planning for commercial, mixed use, industrial, and institutional projects.• Perform due diligence and development feasibility research including zoning, environmental, infrastructure, and other constraints. • Identify required procedures and phases for project approvals. Coordinate, attend, and follow up from pre-application meetings with relevant agencies.• Create findings and application packages in support of land use entitlements (such as Design Review, Historic Resource Review, Adjustment, Conditional Use, Environmental Review, Zone Change, Property Line Adjustment). Manage and monitor reviews during land use review and through building permitting, presenting to the public and coordinating with jurisdictional staff.• Coordinate, submit, and monitor permit applications for building, site development, and Public Works permits, appeals, and exceptions.• Prepare detailed permit fee and system development charge estimates and comparisons for specific projects as well as annual seven-jurisdiction comparisons of such fees for three hypothetical users.• Prepare graphics and narrative reports for redevelopment, master planning, and code creation strategies.• Monitor legislative and policy updates for jurisdictions in the Portland area and participate in events and draft reviews.• Create GIS maps, export GIS data, and perform GIS site selection analysis based on project criteria.
