Temporary assignment, seconded from the Department of State to the International Organization for Migration (UN Migration). Led the IOM/New York team supporting UN member states in development of the Global Compact for Migration, as called for in the outcome document of the September 19, 2016 UN High Level Meeting on Large Movements of Refugees and Migrants. IOM, a related organization to the United Nations, is the leading inter-governmental organization in the field of migration with 169 member states and offices in over 100 countries.

Led the office within the Department's Bureau of Population, Refugees and Migration that articulates and implements the foreign policy of the United States as it relates to international migration. Led the development and management of assistance programs to build the capacity of foreign governments to manage migration and provide life-saving assistance to vulnerable migrants.

Led Department of State efforts on criminal justice/rule of law development in Iraq; programs supported the training and development of judges, prosecutors, and defense attorneys.

Served in U.S. embassies in Bogota, Colombia; Islamabad, Pakistan; and Baghdad, Iraq. Domestic postings in Washington, DC, in International Narcotics and Law Enforcement (INL), Western Hemisphere Affairs, Counter-terrorism, and a temporary assignment with the U.S. Trade Representative. In Colombia, supported the United States' then-largest counter-narcotics program in the world, working closely with Colombian law enforcement and reporting on U.S. programs. Received State Department's Superior Honor Award for these efforts. In Pakistan, served as Deputy Director of Embassy Islamabad's INL section, focusing on counter-narcotics and border security matters. In Iraq (and in Washington working on Iraq), headed INL's rule of law programs, which expanded significantly after 9/11.
