The Australian Information Industry Association (AIIA) is the peak national body representing Australia’s digital ecosystem, traditionally known as the information technology and communications (ICT) industry. The AIIA represents member organisations nationally including hardware, software, telecommunications, ICT service and professional services companies. Members include global brands such as Apple, EMC, Google, HP, IBM, Intel, Microsoft, Deloitte, EY and Oracle; international companies including Telstra, Optus; national companies including Data#3, SMS Management and Technology and a large number of ICT SME’s.Responsible for public affairs, government relations and policy development relating to information and communications technology (ICT) and digital technology transformation at the state and federal government levels. This includes consulting with industry members on policy priorities and developing industry wide policy positions on issues including STEM and skills development, privacy and security, innovation, digital government; health; digital identity, the Internet of Things, data analytics - amongst others. The business works with stakeholders and customers to identify business objectives and provides advice on how technology can be used to resolve issues and achieve intended business outcomes.BTI Solutions is currently working with Australia’s peak ICT Industry Association to: provide advice regarding ICT skiils; develop a braoder ehealth agenda for members; and develop a Digital Economy Action Plan. We are also working with NICTA to develop an ICT skills and career mapping tool. The longer term aim is to improve alignment between between ICT skills supply and market demand, with a strong focus on enabling Australia's overall ICT capability in the global marketplace.

Smartnet is a specialist business and technology consultancy business. The scope of strategic advice includes business, technology and organisational implications of the digital economy and the transformational opportunities of new modern technologies. The business also provides incubator support to digital economy innovators and provides advice to small and medium sized enterprises to assist them transition to the digital economy operating environment. Responsible for a broad scope of business assignments; customer and stakeholder engagement; business development; and business operations activities and involved in projects with Commonwealth and State Government agencies and overseas companies. Major Achievements/Projects: Strategic analysis of the business technology position of SMEs and the provision of solution options (ie technical solutions) to support improved business methods and productivity outcomes. The program has a strong focus on assisting SMEs transition to a digital economy operating environment. Advice provided to businesses across multiple industry types including manufacturing, construction, mining, trade services, technology, creative industries, environment and professional services. Lead role in the management of a 12 department IDC (FHCSIA, Health, Veterans’ Affairs, ATO, Treasury, Finance, AGIMO, PM&C, DEEWR, DBCDE, Human services, AG’s and Privacy Commission) and the provision of associated advice to departments and ministers regarding opportunities for improving government service delivery using improved information technologies. Major work steams of the IDC over which I had responsibility included: improving whole of government coordination and alignment in health and social services, improving citizen trust in the exchange of information with government, better use of technology to deliver services, analyse outcomes and to more rapidly respond to feedback. This also involved extensive dialogue with privacy and data protection advocacy groups as well as federal and state regulators and community groups.

HeSA was a subsidiary of the former statutory authority the Health Insurance Commission (HIC), which now operates as Medicare Australia. As CEO of HeSA, managed the introduction of secure, encrypted technology for use by medical providers throughout Australia to exchange information. This system, now used throughout Australia by doctors, pharmacists, hospitals and government agencies, is the key foundation for Australia’s national Personally Controlled eHealth Record (PCEHR).

Oversaw the introduction by the HIC of a range of new on-line services for citizens. This involved the analysis of existing paper-based services, identifying which of those were suitable for on-line access and negotiation with relevant internal and external stakeholders to ensure that privacy, convenience, reliability, and accountability issues were addressed, before these services were introduced to the public.

Undertook major qualitative research projects for Government agencies including Centrelink, Department of Employment, Workplace Relations and Small Business (DEWRSB), Department of Family and Community Services (FACS) and the Australian Taxation Office (ATO). Major Achievements/ Projects:Efficiency and effectiveness review of the Commonwealth Community Support Program (CSP). CSP provided assistance to the most disadvantaged job seekers. The review resulted in a reengineering of the program including the respective assessment and service delivery models and procedures to manage these customers Qualitative research for ATO to investigate alternative approaches for the lodgement of personal income tax. The exercise was part of the ATO’s early work into simplification of the personal income tax arrangements

National Social Research (NSR) provided a range of social research, analysis and evaluation consultancy services to Commownealth and State Government agencies.

Undertook several senior project management roles and action based research activities related to income support programs for youth, people with disabilities and the unemployed. The most significant of these being the development and implementation of first public access Internet network targeted to people on low incomes. The purpose of the project was to examine the extent to which access to information, using Internet technology, improved the living standards of people on low income and assisted their re-engagement into the workforce. Also managed the Government’s compensation program for low-income customers receiving income support and workers compensation payments.

As a senior research and policy officer played a key role in the research and reporting components of the Commonwealth Review of Professional Indemnity Arrangements for Health Care Professionals which subsequently resulted in significant health safety and quality policy reform.

Various positions across the Department at both the State/Regional and Commonwealth levels. During this period transferred from Melbourne to Canberra to participate more directly in research and policy development related to income support programs and the welfare reform agenda.
