Stephen Vollbrecht serves as the State Risk Manager for Texas, overseeing the State Office of Risk Management as Executive Director. He is also commissioned as a Major, Judge Advocate, assigned to the Texas Military Department.Stephen received his Doctor of Jurisprudence from Texas Tech University School of Law, Master of Arts from the Naval Postgraduate School, Bachelor of Arts from Texas Lutheran University, and Associate of Applied Science from Kilgore College. He holds specialized program certifications from the LBJ School of Public Affairs at the University of Texas at Austin, the Texas Epidemic Public Health Institute at the University of Texas Health Science Center at Houston, and the Institute for Homeland Security at Sam Houston State University. He holds additional subject matter designations from the American Institute for Chartered Property Casualty Underwriters, Federal Emergency Management Agency, Open Compliance and Ethics Group, State Guard Association of the United States, Texas Comptroller of Public Accounts, Texas Mediator Credentialing Association, Texas Secretary of State, and WorkCompCollege. Stephen is a member of the Texas State Bar, Texas Bar College, American Bar Association, United States Court of Appeals for the Armed Forces, National and State Guard Associations of Texas, and the State Guard Association of the United States.
