Advising the design and implementation of education and vocational training programs with a focus on 21st century skills development for ADB operations in Central Asia, East Asia, and South Asia. Evaluating ADB education sector lending and non-lending projects and programs, and validating ADB evaluations education, health, and social protection. Supporting design of poverty and social analysis tools in alignment with Sustainable Development Goals and ADB Strategy 2030.

Teaching gradate-level courses in Public Sector Innovation Management, Strategic Leadership and Management, and Public Administration and Governance with a focus on impacts of climate change and artificial intelligence.

Led start-up of non-profit research and development program focused on capacity building of public school principals and teachers in 21st Century teaching and learning in India, Azerbaijan and Kyrgyzstan. Guided a team of researchers to produce quantitative and qualitative studies on leader efficacy, and a team of trainers and content producers to design and implement online training program for school principals and teachers in instructional leadership and constructivist teaching and learning.

Led policy research in Private K-12 Education, Higher Education and TVET in Dubai, including research related to Dubai school performance in OECD’s Teaching and Learning Survey (TALIS) and Program for International Student Assessment (PISA) and International Association for the Evaluation of Educational Achievement’s Trends in International Mathematics and Science Study (TIMSS).

I also processed a technical assistance grant for the design of the Strengthening Secondary Education and Teaching of Math and Science Program in Cambodia (estimated as a $30 million results-based loan). Projects implemented include the Enhancing Education Quality Project in Cambodia and the Enhancing Access to Quality Early Childhood Education Services in the Philippines financed by the Japan Fund for Poverty Reduction.
