Atheros was the market leader in Wi-Fi transceiver products. Stuart led Atheros’ GPS and hybrid location marketing and product management team. Focusing on network-based positioning and alternative methods for indoor location, he secured executive and board-level support for an ambitious hybrid location strategy and product roadmap. The foundations of this approach were subsequently standardized in IEEE 802.11 FTM (Fine-Time Measurement) and Wi-Fi Alliance Certified Location. Following Atheros’ acquisition by Qualcomm in 2011, Stuart drove Qualcomm’s indoor location roadmap, product requirements, standardization strategy, partner relationships, and ecosystem development.

Insiteo is a VC-funded start-up focused on providing indoor location technologies and services to high-value venues such as shopping malls, airports, museums, and sporting arenas. Under Stuart's technical direction, Insiteo developed a unique network-based indoor pseudolite technology, transmitting at very low power on the L1 band, compatible with existing A-GPS handsets, and providing indoor performance levels consumers have come to expect from GPS outdoors. Stuart led Insiteo’s technology strategy and roadmap, identified and negotiated agreements with key partners, lobbied regulators including OFCOM and CEPT/ECC to create a framework for licensing terrestrial transmission in the L1 band, and represented the company’s vision to prospective investors. Insiteo raised approximately $5,000,000 from its first round investors in 2010.

As Vice President of the Location-Based Services SBU, Stuart created and provided strategic leadership for CSR’s newly-formed location business, managed a team of over 40 commercial and technical staff across multiple sites, and marshalled the support of an international sales force to make location technologies the cornerstone of CSR’s ambition to become the dominant supplier of wireless connectivity to mobile handsets.Stuart formulated and drove CSR's GPS partnership strategy, culminating in its merger with SiRF.CSR was acquired by Qualcomm in 2015.

SiGe Semiconductor is a leader in the field of silicon germanium integrated circuits. Its high-sensitivity embedded GPS and Galileo (GNSS) receiver products enable devices such as mobile phones and portable media players to determine their positions quickly and accurately with or without the assistance of a mobile network infrastructure. Stuart established SiGe’s embedded software capability and fostered partnerships to bring these products to market. As Director of the GNSS Product Line, Stuart coordinated the strategy, management, design and development, integration, and delivery of all products associated with SiGe’s GNSS chipsets, developed and maintained strategic relationships with partners and customers, created and communicated product marketing strategy, and took responsibility for the overall profitability of the business unit.SiGe was acquired by Skyworks in 2011.

Siemens is a leading manufacturer of mobile communications infrastructure and consumer products. Stuart served as principal architect and senior software engineer for the design and development of the Siemens/NEC UMTS Radio Network Controller, led a team of engineers developing, testing, and delivering software controlling all common channels and cell-related base station functionality (CRNC), and acted as technical liaison representing Siemens to its development partners in the U.K. and Japan. The Nokia-Siemens/NEC 3G network was adopted by Hutchison 3G and became the first and among the most widely deployed 3G core networks.

Zesium was founded to develop the first complete protocol stack software for UMTS (3G) mobile terminals. As one of the first members of the Zesium development team, Stuart was responsible for a broad range of fundamental architectural, design, and management decisions, including implementation of the Radio Resource Control (RRC) layer. His tenure at Zesium culminated with the first successful public demonstration of a UMTS call at the 2001 GSM World Congress in Cannes.

Stuart led the software development group for the ICO Conformance Test System, a mobile communications test environment and satellite simulation system based on 3GPP GSM and GPRS standards for type approval certification.

Stuart was hired by this department and charged with building a new graduate research program in the history of science and technology. While simultaneously pursuing his own research agenda, Stuart formed alliances with colleagues in complementary fields to establish, foster and manage this program. Once the graduate program had been established, he directed the department’s undergraduate division and extended the history of science program to the undergraduate curriculum.
