Dr. Syahrul Luddin is an expert and practitioner of international development finance and economics with 25 years of professional experience across the globe. He is an Indonesian citizen who grew up and was educated in the United States (New York & Washington DC). Since 1993, he has worked in FOUR international/multilateral organizations (United Nations Development Programme, Asian Development Bank, and OPEC FUND), working on development projects in over 115 countries. Since January 2007, he has worked for the Vienna based OPEC Fund for International Development (OFID). he frequently travels to Africa to finance economic and social infrastructure projects. He also travel extensively throughout Europe and Middle east to seek cofinancing for his projects from many other international donors.. he is now managing a loan portfolio of public sector projects totalling over US$600 million that includes over 85 loan funded development projects in the transport, energy, education, water supply, and health sectors in 8 African countries (Angola, Kenya, Lesotho, Malawi, Seychelles, Somalia, Zambia, and Zimbabwe). He has been advising many senior African and Indonesian government officials on development and infrastructure finance. Dr. Luddin has also secured more than US$450 million of additional funding from other multilateral and bilateral international financial institutions such as the African Development Bank, Islamic Development Bank, the Arab Bank for African Development (BADEA), International Fund for Agriculture (IFAD), World Bank/IFC, and the Governments of Abu Dhabi, Saudi Arabia, Qatar, and Kuwait for many of his projects in Africa. His work has produced concrete visible outcomes such as schools, hospitals, universities, clinics, roads, energy & water infrastructure, which are critically needed to move people in Africa out of poverty. From 2008-2012, he has helped mobilized tens of millions of dollars in grant funding for many UN agencies in Vienna (IAEA,UNODC, UNIDO), Geneva (WHO, ILO, UNAIDS), Rome (IFAD, FAO, WFP), Paris (UNESCO) and New York (UNICEF); and other international organizations and NGOs for development projects in Africa on HIV/AIDS, food security, and rural development .

Operations Officer, Africa Region (Public Sector)
I am responsible for delivering concessional loans to low income sub-Sahara Africa countries. Review and appraise proposals for new development projects submitted by Governments of African countries. Seeking co-financing for new projects with major donor organizations such as the World Bank, African Development Bank and Islamic Development Bank. Analyze and conceptualize new projects and prepare costing and financing plans for new projects. My work program relating to new lending is between US$250-300 million for a three year period. I am responsible for the following sub-Saharan African countries: Kenya, Lesotho, Seychelles, Somalia, South Africa, and Zambia. As Senior Programs Officer, my main responsibility for formulating and finalize Country Strategy and Program for ADB operations in Indonesia, including the delivery of an annual lending program of USD 1.2 billion covering project and program lending; and US$20 million in technical assistance program. Specifically, I was responsible for the following tasks:- helped sector specialists colleagues is designing complex development projects in education, health, transport, energy, finance, water supply, and agriculture sectors.- formulating cooperation strategy with new stakeholders in preparation of new ADB operations; including local governments, civil society organizations, and the media. -develope and strengthening cooperation with major multilateral and bilateral donors such as the World Bank, IMF, JBIC, USAID, AUSAID, CIDA, DFID, in Indonesia, i.e.to seek co-financing for new ADB operations in Indonesia. -assisted on setting up ADB's US$ 400 million Emergency Operations for Tsunami and Earthquake recovery in Aceh and Nias through the development of a special state treasury office in Banda Aceh.-assisted the formulation and compliance of policy matrix of several ADB program loans for Indonesia including: Financial Sector Governance Reform Program, Industrial Competitiveness Reform Program; Power Sector Restructuring Program; State Audit Reform Program; and Infrastructure Reform Program; in accordance with IMF's Memorandum of Economic and Financial Policies (MEFP).-evaluating Indonesia's decentralization laws and policies and assess their impact on the new ADB lending operations in Indonesia.

I primarily served as an International Advisor for International Finance Corporation (private sector arm of the World Bank Group) for Indonesian Private Sector Investment Program after the Asian financial crisis. I also assist multinational corporations in developing medium term strategy during Indonesia's financial crisis. As Senior Economist I provided advise to CEOs and senior management of multinational companies and international organizations operating in Indonesia in developing medium term strategy after Asian financial crisis, on issues relating to political and economic policies, business regulatory environment, investment opportunities, etc. As Senior Economist, I led a team of five research staff to prepare customize research reports on Indonesia's industrial markets and corporations for purposes of joint venture formations, capital investment, or market expansion undertaken by multinational companies operating in Indonesia. I also led the same research team in preparing syndicated report on the Indonesian consumer market, infrastructure development, and industrial reports.
