Establish resource planning parameters, frameworks and guidance to inform long-term and annual planning at the country, regional and functional initiative level;Recommend an annual development budget based on reviews of plans and bureau recommendations;Recommend an allocation of program resources and help ensure that program funds are allotted and reprogrammed quickly for implementation; andEnsure linkage between program and operating expenses.

Analyzing financial and budgetary relationships to develop recommendations for financial and/or budget actionsReviewing budget execution plans submitted by organizations to alert management of trends in commitments, obligations, and execution of fundsServe as a Subject Matter Expert for interpretation and direction for the implementation of new projects in Terminal FacilitiesProvide expertise, which includes the interpretation of laws and regulations, related to appropriations.Provide program analyst/ program management support to include managing program cost, schedule, budgets, acquisitions, and contracts.Prepare the budget submission narrative and supporting tables for the Internal, OMB and Congressional justifications, in accordance with OMB Circular A-11. Apply advanced experience and comprehensive knowledge of the budgeting process to initiate, plan and conduct budget and financial activities for assigned projects in support of Terminal Facilities.Prepare OMB briefings, Resource Planning Documents, the Capital Investment Portfolio and White Sheets for the budget.Apply experience and expert knowledge of financial data analysis and internal budget formulation.Provide project management support regarding financial data to management, technical staff and administrative/support personnel regarding the development and status of local/national budgets.Assesses planned and anticipated program initiatives and activities through detailed analysis and consideration of program requirements to prepare annual budget estimates for the Department, OMB, and Congressional budget submissions.Identifies and analyzes trends in the receipt, obligation, or expenditure of funds to assure that objectives of the annual financial plan are being met and that funds are available and being properly used to support program objectives.Represents the organization at conferences and inter-agency and other meetings and reports back to the supervisor.
