TAGHEER means “Change”, which was my dream to challenge the status-quo I observed in my career, where most of us talk about coordination, participatory approaches, inclusivity, and customer care but No One truly works for it. Just ticking the boxes were no more helpful and to stop it, I established TAGHEER believing in the VALUES that the “truth needs to be told”, “mutual respect and understanding needs to be created”, and that “we can always go the extra mile” to ensure accountability and learning for improvement. While creating a global common vision for this was beyond our scope, during this period, we served our clients with sincerity guided by our values and shared stories of success and failure for learning and improvement; an effort to CHANGE perceptions and weak practices. TAGHEER during this time has expanded the scope of services beyond only Afghanistan to include the US and Turkey. I managed over 50 projects for clients like UN, USAID, WB, EU, and NGOs. I was responsible for the project management, quality assurance, and client relationship. I also led the monitoring and evaluation design for over 30 assessments and studies performed by the company.

Humanitarian and Development Association (HADAAF) is an Afghan NGO implementing programs for UNOCHA, Unicef, and USG in the health, education, livelihood, and emergency response sectors for hard-to-reach local communities in Afghanistan. I served as the board member for HADAAF, part of my social responsibility to contribute to local NGOs for advising them on policy and strategy development, program management and monitoring to help them grow in health and education sectors. I also attend the quarterly board meeting to review the NGO performance and effectiveness for achieving organizational goals.

ACE was a management consulting firm in Afghanistan having worked in HR development, strategic management support, economic development, and MSMEs growth. I led the ACE team (50 core and around 200 project-based staff) for creating and implementing the company strategic mission of “Providing Local Solutions” to support workforce development, economic growth, and community resilience. I helped create constant awareness for my team on market competition, opportunities for expansion, maintaining quality standards, and going the extra mile to ensure clients' satisfaction. I was responsible for budgeting, contract management, monitoring & quality assurance, and client relationship of over 30 projects and assessments that I designed and implemented. For me, the team’s commitment to the company and their performance and happiness were the core of my job. The projects I led in ACE were for USAID / USG contractors, WB, DFAT, and UN in the areas of workforce development, economic growth through investment climate and policy reform, trade development, local sustainability through community inclusion and resilience.

Moore Afghanistan (formerly known as Afghanistan Holding Group) has provided turnkey business services to local and international clients since 2009. Moore Afghanistan is a full member firm of Moore Global (former Moore Stephens). I was responsible for the management and monitoring of the training division of the company; a portfolio of coaching / mentoring, workforce development and SME sector development projects on business development, strategy formulation, and finding appropriate jobs for university graduates and mid-level professionals. I worked with international NGOs, US Embassy, USAID / USG Contractors, and WB, as well as with the Afghan private sector including Banking, Telecom, and Media to help bring stability in Afghanistan through market driven and needs-based training solutions. The projects, I managed developed the skills and professional capacity of more than 2,000 Afghans. I was responsible for budgeting, project management & monitoring, and client relationships of my division at Moore Afghanistan.

I worked for a $43 million USAID funded land reform project (LARA) managed by Tetra Tech Inc. I with my team designed and developed the project PMP (Project Management and Monitoring Plan), data collection tools and managed to reporting the project progress and results to the project Chief of Party, USAID COR and Tetra Tech Headquarters. I also developed M&E plans, data collection tools and reporting requirements for subcontracts awarded by the project to support land registration, land lease, land clearance and land conflict resolution processes. On-site monitoring missions, sub-contractor Performance evaluation, post-training evaluations and capacity improvement were other major responsibilities I performed under this project. I also facilitated M&E training for the LARA management staff and project sub-contractors on M&E indicators and reporting requirements.

The UK government funded a 50M Sterling Pound investment climate reform and business enabling environment program called Afghanistan Investment Climate Fund (local name Harakat) in 2009. The program worked with the government of Afghanistan in seven outcome areas on regulatory and programmatic reforms to ease doing business for Afghanistan to improve on DBI (doing business indicators). I supported this program in the capacity of M&E expert to monitor and evaluate the effectiveness of fund disbursement for about 30M Sterling Pounds disbursed around 21 projects. I was regularly involved in the proposals / projects due diligence, developing results frame work for each funded project, and reporting to the DFID performance management committee on progress, challenges, and lessons learned each quarter during my 2 plus years of engagement. During my time, Afghanistan’s ranking on DBI report improved in the areas of i) starting a business; ii) taxation reform for MSMEs; and iii) land reform / digitization.

I worked for National Solidarity, National Area Based Development and Safe Water Supply projects with the Ministry of Rural Rehabilitation, UNDP and DACAAR as monitoring and evaluation specialist, where I also contributed to developing the district and provincial development plans for inclusive services delivery.
