As an Enumerator and Gender Specialist Consultant at Q3 Strategy working on the Digital Opportunity Trust (DOT) project titled "Going Beyond" in Zambia, my role involved conducting a gender analysis of Zambia to support the design of the project aimed at addressing digital inequality among young people in Cote d’Ivoire, Malawi, Tanzania, and Zambia. The project aims to empower underserved young people, particularly young women, with digital literacy and entrepreneurial skills to thrive in the digital economy. This necessitated thorough research to ensure a context-specific, gender-transformative approach.The methodology employed includes a desk-based literature review using the Johns Hopkins Gender Analysis framework and a comparative analysis of gender analysis frameworks to select the most suitable one for the project. The International Labour Organization Women’s Entrepreneurship Development Assessment Framework was chosen and adapted. This involved stakeholder mapping and primary data collection activities, including key informant interviews and focus group discussions, to gather expert perspectives and individual experiences.The findings reveal pervasive patriarchal norms hindering women's participation in education, business, leadership, and decision-making roles in Zambia. Cultural beliefs reinforce traditional gender roles, constraining women's agency across societal levels. Challenges include limited access to markets, social services, technology, poverty, infrastructure deficits, gendered inheritance laws, and disparities in access to gender-sensitive resources between rural and urban settings. Additionally, exploitation and harassment in online spaces deter women from engagement.This report highlights the need for tailored strategies within the "Going Beyond" Project to address these challenges and unlock opportunities for women and young entrepreneurs in Zambia.
