About Tom Goldsmith, Phd

I do what I do because I want to help build a better world.I believe we can harness the power of innovation and technology to shape societies that are both economically successful and socially equitable. I believe we do this best when we understand the underlying context, deep complexities, and multiple interconnections influencing organizations, the economy, and society at large. But understanding is not enough. I also believe positive change only happens when we communicate ideas so clearly that anyone can be inspired to act. That is why I founded Orbit Policy.I bring to Orbit Policy deep policy expertise and experience spanning both Canada and the UK. I have advised and written for innovation agencies, regional chambers of commerce, trade associations, scientific organizations and think tanks. My reports and white papers have been used by private and public bodies. Many have reached Ministerial desks.Before founding Orbit Policy: • I was the Director, Innovation Policy for Mitacs. Mitacs is a national not-for-profit innovation agency that empowers Canadian innovation through effective partnerships between business and academia that deliver solutions to our most pressing problems. • I served as Policy Director, Innovation and Technology for the Toronto Region Board of Trade, Canada’s largest local chamber of commerce. • I was Policy Manager, Brexit and Trade for techUK, the UK’s largest technology trade association. • I was Policy Advisor for the Royal Society, the world’s oldest continuously-operating scientific academy.Intellectually curious, I am driven to uncover, understand, and connect the underlying trends, systems, and geopolitics that shape our modern world. And with a PhD in history, I naturally bring academic rigor to my work: my research, reports and communications are clear, comprehensive and evidence-based.     • Led and managed Mitacs’s policy team of 4-6 people. Provided mentorship to manager, senior advisor, and junior advisor-level staff. Responsible for setting departmental operational plans and budget management. Oversaw an evolution in the team’s work practices towards an agile, transparent, and digital-first approach. • Provided direction and data towards Mitacs’s thought leadership efforts including reports on skills, innovation in SMEs, commercialization, and the role of innovation intermediaries. Designed a mobilization plan for Mitacs’s flagship Skills for Innovation: Sharpening Canada’s Skills Advantage report that included a launch event and a series of stakeholder roundtables with university VPRs, college Heads of Research, industry leaders, and experts on skills and graduate outcomes. • Directly, and through the work of the policy team, provided strategic policy advice to Mitacs leadership, including Mitacs’s EMT. Notable contributions include shaping Mitacs’s Strategic Science Fund application through authoring discussion papers and facilitating internal and external roundtables, feeding into the design of new pilot programs, and a major internal project on Social Innovation that has reshaped how Mitacs defines, measures, and nurtures projects that deliver societal impact.• Ensured that Mitacs’s leadership was equipped with relevant and timely policy intelligence to inform decision-making.     • Wrote a landmark report on Canada’s approach to innovation for the Brookfield Institute for Innovation + Entrepreneurship (BIIE - now known as the Dais): Canada’s Moonshot: Solving grand challenges through transformational innovation. The report argued that Canada’s innovation policy should be oriented around missions - well-defined objectives related to a social challenge, with a set timeframe - to help build a more resilient, faster-growing, and equitable economy.• Led other projects for BIIE on measuring the digital maturity of Canadian businesses and the technological maturity of Canada’s construction sector. Worked with their analysts and economists to research the state of digital and technological maturity, benchmark this with international competitors, conduct qualitative interviews, and produce policy insights on areas for action.• Held on retainer by MaRS to support their Corporate Innovation Partnerships and to advise the Innovation Economy Council, an association formed by MaRS, NGen and other innovation-focused organizations and now a part of the Conference Board of Canada. Provided thought leadership and advice on the IEC governance model & operational processes. Produced policy insights and briefs, conducted qualitative interviews of innovation leaders, and moderated CEO roundtables. • Acted as a Toronto-based consultant for techUK on digital trade, geopolitics, and industrial strategy. Based on primary and secondary research, wrote a report, A Blueprint for UK Digital Trade Policy, setting out recommendations and thought leadership on the UK’s future digital trade policy, including a post-pandemic update. Retained again on contract in 2023 to write a further report Open and secure: Charting a path for UK tech in a world of resurgent strategic competition.

    • Designed and led a work stream that makes the case for growing the region’s innovation economy for Toronto’s leading business organization.• Working with external consultants, internal staff, and member companies, led the research and writing of a report on the Toronto region’s readiness for autonomous vehicles (AVs). The report, Getting Ready for Autonomy: AVs for Safe, Clean, and Inclusive Mobility in the Toronto Region, makes policy recommendations on how to speed up their deployment. Managed the relationship with the principal sponsor, and internal coordination in preparation of the launch event. Spoke on the report at a legal conference as keynote, and on a panel at the Toronto Auto Show. • Based on research and stakeholder engagement, developed a set of Regulatory Principles for the New Economy. Designed to be cross-sectoral, these principles apply to emerging technology areas such as AI, fintech, and medtech, and provide guidance on how regulation can promote innovation while maintaining public trust.• Working with membership and sponsorship teams, proactively supported business development efforts with tech companies, including identifying member prospects and supporting sponsorship efforts. • Project lead for a Munk School of Global Affairs Capstone Project. Guided a team of Masters in Global Affairs students in the research and writing of a report on leveraging foreign direct investment to grow domestic high-tech sectors.

    • Researched and developed trade policy for a tech-focused trade association. This involved working on three strands: advocating for the continuity of existing EU trade deals for the UK in a post-Brexit environment; creating a new UK digital trade policy; and ensuring the UK tech sector’s voice is heard in global rulemaking fora on digital issues.• Led member engagement on trade policy, including organizing a series of Government-Business roundtables on the nexus between digital trade and emerging areas of importance such as AI, data flows and cybersecurity. Wrote techUK’s first report on trade policy, Dealing with the Deals: Existing International Agreements and the Tech Sector. • Created new opportunities for techUK in international fora including at the 2018 World Trade Organisation Public Forum in Geneva. Organised and facilitated a delegation of UK companies to the Public Forum, and represented techUK in meetings with senior diplomats and officials. Organised a delegation and panel for UNCTAD’s 2019 eCommerce Week in Geneva. Initiated a multi country ministerial-level roundtable to coincide with the June 2019 G20 Trade and Digital Economy meeting in Japan. Served as an issue lead on WTO and OECD affairs for DIGITALEUROPE, the overarching trade body representing the European tech sector.• Regularly engaged with the UK Government on trade policy, including representing techUK on roundtables run by the UK Department for International Trade.
