• Led 700-person test organization, guiding operational test planning/execution/reporting for more than 92 of the Air Force’s most important acquisition programs worth over $1T. • Reviewed/evaluated test plans/reports delivered to Joint & Air Force Program Executive Officers, Commanders of Major Commands, and the Office of the Secretary of Defense.• Oversaw management of $65M total annual budget and led planning, resourcing, & operations for 17 geographically-separated units. • Advised 2-star general Commander and subordinate leaders on personnel matters for 400 military members while directing HQ “organize, train, and equip” support to 92+ test teams.• Oversaw analytic efforts supporting testing, including resource-constrained test planning, development and employment of high-fidelity computer simulations, and data analysis.• Air Force-level award-winning Inspector General and Center’s Security Program Executive.

• Taught national defense strategy and resourcing to 600+ US/foreign students. Reformed core curriculum to improve instruction on evaluating and developing strategies.• As Director of Operations for the School’s largest department, led 27 civilian and military faculty through massive transformational curriculum changes mandated by the Chairman of the Joint Chiefs of Staff, succeeding despite a 25% instructor shortfall.

Yongsan Garrison, Seoul, Rep. Of Korea

• Policy chief for the 4-Star general Commander. Led team of 10 officers and civilian employees. Drove bilateral policy agenda for the US-ROK military alliance, coordinating interagency policy between ROK and US military officials and diplomats.• USFK voice in critical negotiations over the future of the alliance, delaying the transfer of operational control of alliance forces to a ROK commander, and the move of the USFK HQ from Seoul, while supporting the sensitive, expanding military cooperation between US, ROK, and Japan. Won the US position on all key decisions.• Wrote and coordinated policy papers and talking points for Secretary of Defense/ROK Minister of National Defense meetings, and National Security Council Interagency Policy Committee and Deputies Committee meetings on Korea issues. Coordinated development/ delivery of Commander’s 2013 Posture Statement to Congress and rewrote the document over a weekend to address the 4-star general’s feedback. • Helped develop the bilateral “tailored deterrence strategy” with our ROK allies, the first in-depth mutual discussions on using nuclear threats to influence North Korean decisions. I supported efforts to strengthen nuclear communications, planning, and staff capacity in USFK, USPACOM, & USSTRATCOM for potential Korean crises. • Helped lead the interagency working group negotiating a new burden-sharing agreement with the ROK government over a grueling 19-month marathon, securing $4.5B over 5 years, a 5.8% increase. Managed $900M/year burden-sharing program.

Led university grant program to find innovations and supporting technologies to counter weapons of mass destruction. Won “Team of the Year” award.• Led cross-agency integrated product team on DTRA reorganization options for the Director to solve long-standing morale/effectiveness problems—elements implemented in 2012.

• Led an organization of ~650 government and contractor employees. Helped lead operations on and over the AF’s busiest range—responsible for 41,000 aircraft sorties/year & countless test/training events in airspace the size of Maryland and on land the size of Connecticut.• Integrated target, threat, feedback systems, and infrastructure with air/ground training/test missions across all aspects of Joint air/land warfighting, including command & control and Live/Virtual/Constructive M&S investments.

San Antonio, Texas Area

• Led 50 instructors/staff in the initial accession training for new AF enlisted members, responsible for the training, health, and safety of over 8000 trainees over two years. Instituted the most significant changes in AF Basic Military Training since 1966.

Yongsan Garrison, Seoul, Rep. Of Korea

• Lead air operations analyst for the Korean theater. Led creative joint theater missile defense & air campaign studies using a broad range of operations research methods and mission-/campaign-level computer M&S. Developed and presented briefings to describe methods and explain results to senior leaders, including the 4-star USFK Commander. • Worked Hardened/Deeply Buried Target and C2 targeting planning, helped develop & assess air component strategy, and contributed to two theater Operations Plans. Theater lead for critical munitions requirements, establishing types/numbers required to defend the ROK. • Estimated theater-wide effects of North Korean theater ballistic missile strikes on bilateral air operations & compared mitigation approaches, briefing results at the 4-Star level. This work was named the "Best Classified Study" at the 2004 AF Operations Research Symposium & was nominated for the 2006 Military Operations Research Society Barchi Prize.

In-residence student in Air Force's Intermediate Developmental Education program. Distinguished Graduate. Research paper on operational assessment of effects-based operations won highest-level writing award, the Air Force Association Spaatz Award.

Destin/Fort Walton Beach, Florida Area

• Led F-15C wing’s operational, support, and contingency planning efforts. Military deception officer and operations security program manager. Prepared wing for '00 Operational Readiness Inspection, earning an overall "Excellent". • Organized and led Wing’s Battle Staff in its 9/11 response & Operation NOBLE EAGLE.

Prince Sultan Air Base, Saudi Arabia

• Deployed to CENTAF’s Combined Air Operations Center’s Strategy Division. Supported ENDURING FREEDOM & SOUTHERN WATCH with assessment & strategic planning.• One of the first air planners in theater for what became IRAQI FREEDOM.

• Analyzed military worth/requirements using a broad range of operations research methods and engagement-/mission-level computer modeling and simulation for U-2 defensive systems, Miniature Air-Launched Decoy, & Common Missile Warning System. • Tested and modeled high power microwave effects on aircraft/missile electronics & radar-absorbing material, culminating with leading a team of 3 other scientists. Explored high-performance computing for M&S to model "backdoor" coupling of electromagnetic waves to aircraft and missile electronics, including prediction of upset and damage effects.
