The YFS Division administers a variety of direct and contracted services that support educational success and family stability. The Division is responsible for providing, contracting for, and/or coordinating the County's investments in five core service/policy areas: Energy, Anti-Poverty/Prosperity, Education Supports, Early Childhood and Domestic and Sexual Violence. The Division functions as the County's legislatively mandated Community Action Office and is a co-convener (with the United Way) of Early Learning Multnomah. Responsible for developing annual budget documents, regularly reviewing expenses, and ensuring expenditures are in line with both revenue and funding guidelines. Provides direct supervision of YFS leadership staff, establishes procedures and practices and convenes staff toward cohesion and teamwork. Creates opportunities for staff to grow and learn professionally, set the overall framework for contractor data collection, reporting, and program/system evaluation.

Primary liaison with community for Chair’s Office budget questions, coordination, vetting and management of constituent and CBO meetings with Policy Advisors and/or Chair. Responsible for development, coordination, deployment, and analysis of website and community budget survey (online), including accessibility and translation considerations. Acted as lead for promotion and event planning support for winter community Town Hall meeting(s) and spring public budget hearings, in partnership with Communications and Policy team for their respective roles. Primary liaison with Director of ODE for guidance and providing support to ensure Chair’s Office staff focus on equitable budget advising and decision-making and with Director of Community Involvement for CBAC coordination. Provided project management of Chair’s Office and Board Clerk program offers (PO) preparation and acts as primary liaison with Chair’s Scheduler for coordination of all FY25 budget-related meetings with Departments, Commissioners, Constituents, CBOs, etc. Managed budget close-out processes in coordination with Central Budget Office post-adoption. Managed high-profile projects and initiatives led by Chair’s office, including partnership with Comm. Brim-Edwards’ staff on sobering center concept, Bybee Lakes Hope Center transition to JOHS as contracted provider, Asylum Seekers shelter and receiving center development, Medicaid 1115 rental assistance pilot, SUN System re-procurement, Mission, Vision, Values (MVV) strategic planning, and supervision of Harvard Chan School of Public Health internship cohort.

New Avenues for Youth imagines a community where all young people thrive and experience health, well-being, and a self-determined home. New Avenues works in partnership with the Portland area community to provide homeless, foster-care, and at-risk youth of all backgrounds with the resources and skills needed to lead healthy, productive lives. The Deputy Director manages the development, implementation, summative evaluation, and day-to-day operations of the full continuum of New Avenues' outcome-based services. This includes ensuring that funders, contract monitors, and others who evaluate programs are satisfied with their quality and that program expenditures do not exceed their budgeted allocations. This includes researching, recommending, implementing, and integrating new program initiatives into the continuum. Provides leadership, supervision, and professional development to Program Directors and works cooperatively with the Board of Directors, Executive Director, and Executive Leadership Team to assist with fundraising, public relations, strategic planning, and other activities that advance the mission of the organization.

Responsible for the development of youth service expansion projects at New Avenues, including multiple capital projects and the implementation of, and providing ongoing leadership for, a large transitional housing program for foster youth in need of placement (Robinswood). Drives all facets of successful execution of projects, including strategic planning, tactical planning, budget development, supervision, monitoring, delegation, oversight, resource brokering, evaluation, and an ongoing focus on the continuous improvement process.

The Whole-Person Care for Children and Youth in Foster Care ECHO series is offered to build the capacity of primary clinicians and their teams to coordinate whole care for foster children and youth. Topics for this ECHO program include training in the Every Step framework, trauma-informed care, gender-affirming care, supporting families, coordinating with DHS caseworkers, oral and behavioral health integration, raising awareness of community resources, among other topics.

System of Care is a philosophy based on cross system collaboration that supports youth and families who have complex and significant mental health needs. The goal is to create an array of services and supports that that are youth and family driven, community-based, and culturally and linguistically responsive.The System of Care Advisory Council provides oversight of children’s mental health system planning and System of Care implementation in Oregon.

Pride Foundation is a regional community foundation serving the Northwest region of Alaska, Idaho, Montana, Oregon, and Washington. Pride Foundation inspires giving to expand opportunities and advance full equality for LGBTQ people across the Northwest. We envision a world in which all LGBTQ youth, adults, and families enjoy the freedom to live safely, openly, and genuinely.

Novitas Solutions NW provides practical and strategic support for businesses, nonprofits, and governmental agencies with an intentional emphasis on cross-sector collaboration. Services include project management, executive-level interim leadership, strategic planning, public/private grant prospecting and grant writing, mediation and alternative dispute resolution, and program evaluation. Focus areas include homelessness and affordable housing, healthcare access and achievement of the Triple Aim, youth development, and food insecurity. Past clients include: Dental3; Clark County Department of Community Services; Washington State Health Care Authority; SW-WA Regional Health Alliance (Accountable Community of Health); and Clark County Public Health.

Teen Feed responds to the most basic needs of youth in need by providing nutritious meals, case management, internship opportunities, healthcare access and navigation, and other supportive resources 365 days a year. Was responsible for building, leading, and managing an effective staff leadership team. Oversaw development and monitoring of the annual operating budget and financial reporting, including appropriate reporting to Board and funders. Ensured the organization developed appropriate fundraising strategies and policies sufficient to meet the goals identified in the strategic plan. Served as an articulate and compelling spokesperson for Teen Feed and its work. Identified alternative revenue streams for programming and increased the agency’s service revenue by 180% within 24 months. Conceived, secured funding for, and launched a new healthcare access program (Youth Access to Care) that leverages Medicaid expansion in Washington State to the benefit and improved health of homeless youth in Seattle.

The Satori Group was an ensemble of theatremakers generating new work with an eye toward audience experience. As Board Chair, guided small theatre company through its first strategic planning process, budget growth of over 200%, and assisted with 2014 filing of independent 501(c)3 status. The Satori Group was a 2014 Stranger Genius Short-List Award Recipient.

Participated as a member of the Lifelong AIDS Alliance senior leadership team. Drove the development of program opportunities to ensure persons with HIV and other chronic conditions access needed healthcare, mental health & psychosocial services, and other needed interventions to maximize health outcomes. Agency liaison with governmental bodies such as the Washington State Department of Health & Health Care Authority and statewide Medicaid Managed Care Programs; built and maintained relationships and ongoing communication with community partners, key policy makers, and other key local and state authorities. Identified and pursued Affordable Care Act funding opportunities to support transformational delivery systems for people living with HIV/AIDS and other chronic conditions. Senior administrator of the Washington State Department of Health HIV Insurance Benefits Management Program (known as the Evergreen Health Insurance Program or EHIP) contract. Senior-level oversight of the agency’s Information Technology Department.

Responsible for the maintenance and delivery of cost-efficient and user-friendly operations throughout the organization. Tasked to develop, implement, and maintain technology and communication infrastructure to support organizational needs. Directs the interpretation and application of established HR policies and practices throughout agency and ensures resolution of employee relations issues. Establishes and maintains relationships with contractors and equipment suppliers; negotiates with vendors to ensure cost-effective purchasing decisions. Oversees Lifelong AIDS Alliance Thrift Store retail operations. Ensures implementation of volunteer policies and programs including recruitment, selection, retention, legal compliance, volunteer benefits, volunteer and staff relations, volunteer procedures, and volunteer recognition.

The Evergreen Health Insurance Program pays medical insurance premiums for eligible Washington residents living with HIV/AIDS. Position included management and coaching of EHIP staff members, oversight and system of fiscal control in the issuance of premium payments and adjustments for an annual program budget of $20M+, quality control of applications processed; represented program in legislative forums and advocated for equitable and sound public health policies statewide.
