National Project Officer- Training & Capacity Development
Under the overall supervision of the IOM-CO Addis Ababa Head of Programmes and the direct supervision of the Sr. Programme Officer-Migration Management and Governance Unit (MMGU) , I oversee the activities tasked to the Coordination and Capacity Development Support sub-unit within the MMGU, namely, planning, designing and implementing training and CD for key governmental and non-governmental stakeholders as well as IOM beneficiaries. Specific responsibilities:1. Act as the focal point for the overall planning, design, implementation, monitoring and reporting on training activities. 2. Coordinate and conduct training needs assessment; develop training packages appropriate to the local context and coordinate effective delivery of MMGU capacity development and training activities. 3. Support appropriate government bodies to further build their capacity on migration management, and in particular, support GoE structures and initiatives including the National Partnership Coalition (NPC) and the Regional Partnership Coalition (RPCs) and other councils/taskforces through tailored trainings. 4. Spreadhead the design and implementation of organizational capacity assessment tool (OCAT) for assessing the national and regional coordination mechanism’s capacity for migration management and governance, coordinate capacity development action planning process and its implementation. 5. Support the development of the National Referral Mechanism for VoTs and other vulnerable migrants through OCA and training of frontline actors and service providers at all stages of the referral mechanism. 6. Coordinate training activities related to TiP and SoM to facilitate rights based and empowerment focused approaches, in close coordination with NPC, Federal Ministry of Justice, Federal Police and Immigration Agency. 7. Support the provision of standardized CD and training based on the CD4MM, IOM EMM2.0, AVM Handbook and other relevant and leading best practices.
Technical Coordinator/ National Capacity Development Specialist
• Works closely with the International Project Field Manager to ensure that the technical requirements of the work are translated into effective operational decision-making and implementation on a day-to-day basis. • Coordinates capacity development programming of the project within the framework of CDSF.• Interacts with NFO technical specialists and Regional Facilitation Team Leaders (RFTLs) [and, where applicable, Regional CD Specialists (RCDSs)] on matters related to the day-to-day execution of tasks related to capacity development programming.• Employs innovative and systematic approaches to capacity development and training within the framework of CDSF for institutional strengthening and behavioural change strategies and interventions to achieve AGP2 CDSF objectives.• Strengthens the capacity of RCDSs, national technical specialists, consultants and regional CDSF teams to use experiential training design skills, and model effective gender responsive training and facilitation skills.• Lead in the overall design, development, implementation and dissemination of CD materials consistent with CDSF training methodologies within the framework of CDSF.• Develop the capacity of GoE agriculture experts to become competent facilitators and trainers, based on international competency standards. • In consultation and collaboration with other CDSF staff, produce high quality gender-responsive project-level teaching and learning materials (e.g. facilitator guides, participant reference manuals, guidance notes, training manuals, visual aids, etc.) including e-learning and other alternate learning strategies.• Document and disseminate CD interventions, activities and results through reports, presentations, case studies and other means to highlight lessons learned and best practices.• Monitor and evaluate learning interventions.
