Responsible for the administration of all agency funds and operations under the guidance of the Chief Executive Officer, consistent with the official policies, procedures, and guidelines of the RPC Board of Commissioners, the Champaign County Board, and all other oversight boards, councils, units of government and government agencies under contract. Acts as the lead team member for several program areas within the RPC structure while also working collaboratively with Division Directors to support their leadership.

Brookens Administration Center

Advises the County Executive in the areas of budgeting, purchasing, and risk management for Champaign County; as well as development and administration of County policies, programs and goals.Plans, coordinates, develops and prepares the annual county budget to be adopted and approved by the County Board; Responsible for financial analysis and assessment of county operations and functions, enabling cost assessment of services and development of strategies for funding prioritization; Oversight of the County's risk management funding and self-funded insurance operations, and assists in the development & implementation of policies and guidelines to provide for appropriate protection of the County and its property from loss, damage, liability, and other risks. Provides assistance to the County Executive in oversight and management of capital improvement planning, budgeting and implementation. Serves as management member representative in labor negotiations to represent the County Board and financial input with regard to collective bargaining agreements; Oversight of the procurement process, including purchasing policy implementation including preparation and implementation of RFP process when required by County Board or county departments; Monitoring of grant opportunities appropriate for county departments, offices and functions to make application when appropriate, and oversee ongoing grant management for awarded grants; Provides assistance to the County Executive in management of projects identified by the County Board for implementation, including negotiation of contracts and enforcement of provisions of contracts and agreements.

Brookens Administration Center

Provide administrative support to County Administrator and Deputy County Administrator including document preparation and distribution, maintenance of all files and coordination of calendars, schedules and meetings. Prepare agendas, attend meetings, and prepare minutes as directed by County Administrator and Deputy County Administrator. Provide work direction, training and supervision to Administrative Assistants and Volunteers in Administrative Services. Prepare and submit Administrative Services and IT Department bi-weekly payroll and reviews timesheets for accuracy. Manage Administrative Services budget by maintaining records and processing payments. Maintain compliance with Federal and State Regulations concerning employment through maintenance of required postings and certifications. Assist with the Affirmative Action Program; file EEO Report; maintain other records, reports and logs to conform to EEO regulations. Coordinate job postings and position advertisements for county offices. Assist in organization training and development efforts. Coordinate Employee Recognition Program.
