About Levin Tan

I'm an Engineer. I solve problems - practical problems.Since around the age of 5 I had wanted to become an inventor. Naturally, I eventually got into engineering R&D. My field of choice is in electronics, having been enthralled by it since around the age of 8, and pursuing it as a hobby because it wouldn't be taught until university. While pursuing my degree at the University of Cambridge, I developed an interest in Information Engineering (Machine Learning, Digital Signal Processing, Control Theory) which led me to take modules on that subject as well as writing my Masters' Thesis on Machine Learning (patent number US10,602,942), besides continuing to take Electronics modules.Photography is one of my bigger hobbies. You can find a few of my images on Getty. While I hope to get really good at it, it is unlikely that I will ever consider it as a profession.

    This was a secondment to broaden my exposure to the Defence Technology Community* (DTC). I was involved in a plethora of strategic initiatives and efforts ranging from strategic forecasting, framework development, to policy writing that this office launches in order to move the whole of the DTC towards the vision set forth for Defence Development.The exposure I've gotten from the work I'm involved in so far has presented me a very different perspective than my previous role. Strategic planning has called into use a vastly different type of thinking, one that summons creativity and sense-making in ways which I have not exercised before, to navigate boundless problem and solution spaces.*DTC consists of DSO, DSTA, CSIT, and MINDEF HQ offices (of which one of them is this office).

    Engineer in systems engineering in the Electronics Systems Division dealing in Electronic Warfare (EW).I design EW systems, handle integration and testing, and work with other specialised teams or vendors for components/subsystems.I also particularly specialise in design to implementation, testing, and verification of algorithms that process direct digital RF samples (in GHz bands) to perform detection, evaluation, and response. These involve realtime DSP techniques implemented in (mostly) pipelined architectures with assurance of fixed low latency (ns to us timescale) response while handling multiple high bandwidth ADC streams (throughput on the order of 10s of Gbps each). I implement these designs on mostly (Xilinx) FPGAs and SoCs, and code directly in VHDL (and a bit of C where necessary) to ensure the design reaches optimal performance for the application required. Latest experience is with the Xilinx RFSoC.Redistributing constraints from one subsystem to another when it has hit resource limits is the delicate balancing act that is systems engineering, and this has been very engaging for me. Executing component/subsystem builds in parallel before design finalisation so that tight timelines and budgets can be met has been extremely challenging. The constant tug of war between design freezing for manufacturing and keeping flexibility to incorporate last minute changes due to unforeseen limitations (this is R&D after all) all while ensuring the project stays within budget continues keep me on my toes.Every now and then, you might be able to find me in DSO outreach efforts to recruit more R&D engineers and students keen on the DSTA Scholarship!
