Ms. Perry manages the National Environmental Policy Act (NEPA) program and projects for encroachment planning services while providing technical expertise in noise analysis across Marstel-Day’s client base. She contributes to the company’s work with the Air Force by supporting Installation Complex Encroachment Management Action Plans. She developed criteria for and managed the Missile Installation Compatible Use Zone (MICUZ) Study, which established compatible use zones and the associated land use compatibility guidelines. She manages the Headquarters Marine Corps NEPA Task that includes updating the United States Marine Corps NEPA Manual.

Ms. Perry managed environmental projects, provided technical expertise in airport noise analysis, and supervised staff. She specialized in military and civilian airport noise analysis for military installations, joint-use airports, general aviation airports, commercial airports, and heliports. Ms. Perry managed all of the airport noise projects in the environmental business unit including Air Installation Compatible Use Zone (AICUZ) Studies and Noise Studies for Air Combat Command, Air Force Civil Engineer Center, Air Force Reserve Command, Air Mobility Command, Air National Guard, Federal Aviation Administration, U.S. Army, and U.S. Navy. She is proficient in estimating noise impacts of aircraft in airspace, specifically aircraft training in military operating areas, restricted areas, and ranges; small arms, and large arms weapon operations. She worked on Environmental Assessments and Environmental Impact Statements for the homebasing of aircraft; homeporting of ships; new and expanded airspace; flight training; proposed developments, transportation routes, airport modifications, and bridges; implementation of master plans and integrated natural resource management plans; and projects with cultural resource concerns. She has worked on projects for Federal, state, and commercial clients including Department of Transportation, Department of Energy, Defense Logistics Agency, ExxonMobil, Pacific Air Forces, U.S. Fleet Forces Command, U.S. Coast Guard, and U.S. Customs and Border Protection.

Ms. Perry completed civilian airport noise analyses for airport master plans and environmental documents and wrote sections of Environmental Assessments and Environmental Impact Statements for state and Federal transportation documents. She completed Federal Aviation Administration environmental evaluation forms for airport development projects and prepared and gave National Pollutant Discharge Elimination System permit presentation and a summary of a Noise Assessment Project for employees at McFarland-Johnson.
