Responsible for setting financial strategy that addresses the long-term fiscal health of Cook County with oversight of financial operations under the auspices of the President and County board, including leading the County’s debt administration and managing its creditrisk profile; and providing assistance, guidance and direction to County Officials, departments and agencies, as needed or as directed by the President.

As Chief Administrative Officer, working closely with the General Superintendent, responsibilities include providing executive management in areas such as procurement, employment, communications, information technology and other general administrative services. In addition, the CAO provides general management, policy making, strategic planning and assists in ensuring that high quality, responsive administrative support is provided to all departments and parks in the Chicago Park District.

Responsible for the preparation and oversight of the operating budget with revenue and expenditures of nearly $400 million; the capital budget with expenditures of over $120 million; management of federal, state, local government and corporate sponsored grants of nearly $50 million; administration of performance management initiatives, and financial analysis of the Chicago Park District for long-term fiscal planning. Successfully developed the Park District budget as a policy document that is both transparent and user friendly; achieving and maintaining the Government Finance Officers’ Association Distinguished Budget Presentation Award for the first time in 10 years.

Managed the coordination and preparation of $400 million in corporate and non-corporate budgets to ensure appropriateness of funding allocations; established internal audit systems and financial controls to ensure appropriate use of funding. Analyzed the costing of proposed programming; monitored procurement procedures; participated in union contract negotiations; assisted in reviewing all proposals for state and federal funding considerations; and supervised payroll management for 5,000 employees.
