Responsible for and oversaw the programming aspects of the agency and the service provision, familiar with all aspects of service delivery from the ground level to the administrative level, to include: service and site endorsements, enrollment, licensure, national accreditation, monitoring, insurance, contracts, leases, quality improvement, quality assurance, human rights, and safety. Assisted in the preparation of the annual budgets and staffing patterns, pay scales and managed/designed training. Chaired meetings, involved with public speaking, presentations and training. Wrote and prepared manuals for the agency, to include policy and procedure manuals, handouts and our operations manual. Implemented and trained staff on updates from the state. On call and provided direct support for all staff/programs in our agency. Developed and maintained positive relationships with key division leadership staff over many years, to include staff from DHSR, DSS, DMA and DMH and some legislators. Participated in rate setting, policy design and rule writing. Presented to the Rules Commission and helped write rule regarding licensure, rights and competency.
