Pre-Commissioning, Commissioning, Stabilization & Startup of New Refinery

Responsible for entire gamut of HSE in Engineering, Procurement, Construction, Pre-commissioning and assistance during Commissioning/Start-up/Performance Testing for the Tankages, related road works including three bridges, Buildings, Pipe racks, Pipelines, Water systems and Control systems for the Al-Zour refinery.

To establish HSE objectives for various project locations/ across the group.Comply with applicable occupational Health; Safety & Environment related legislation.Preparation, implementation and maintenance of project specific Engineering HSE Plan/ HSE- Management System according to statutory requirements or based on Group/Corporate requirement.Ensuring Integrated HSE Management Systems, practices and procedures are developed and implemented consistently across projects to meet ISO 14001 and OHSAS 18001 requirements.Identifying HSE training need, developing annual HSE Training Matrix. Preparing Safety-Training modules on various activities and conducting & monitoring need based training.Conducting Job Hazard Analysis & HSE risk assessment for ongoing activities. Preparing SOPs for prevention of injury to personnel and damage to plant/ equipment.Conduct HSE risk assessment and studies, including HAZID/ HAZOP, Facility sitting /Layout Studies. Formulating, Implementing and ensure of “Permit to Work (PTW)” in place.Carrying out HSE Audits, Inspections, Safety Walk Through, Safety tours, HSE review meetings, Safety briefing and Motivational activities independently; or in collaboration with concerned department, in line to bring a positive cultural change.Organizing HSE Campaigns on-site and off-site to promote HSE awareness/culture amongst the employees and communities.Conducting Root Cause Analysis of key issues and accident/incident and advice management to take corrective/ preventive actions (CAPA) through trend analysis.Implementing emergency response plan and carrying out mock drills to test its effectiveness.Ensuring maintenance/ Servicing of Fire protection & detection system.Liaising with consultants, clients and external legal / regulatory agencies.Maintaining and updating Information/Statistics for Management Information System (MIS)/Document Management System (DMS).

1.Comply with applicable occupational Health, Safety & Environment related legislation.2.Apply and implement HSE Standards and tools to various phases of Project(s) life cycle; from concept selection to commissioning, Operation & maintenance.3.Develop & Execute Project specific HSE- Management System and HSE Plan for Project(s) based on Global standards.4.Provide HSE support and coaching to Project teams and it’s members.5.Conduct HSE risk assessment and studies, including HAZID/HAZOP, Facility sitting /Layout Studies6.Auditing site/Management System.7.Apply Hazard and Effects Management Process (HEMP) & As Low As Reasonably Practical (ALARP) concepts throughout project lifecycle.8.Integrate HSE in Projects Stage Gate Model.9.Solve HSE related Engineering Change Request (ECR).10.Continuous Improvement Management (CIM) for HSE.11.Maintaining and updating Information/Statistics for Management Information System (MIS)/Document Management System (DMS).

• Establish and ensure implementation of the HSE Management System on the all phases (Engineering, Procurement, Construction and Commissioning) of Vadinar Refinery Optimisation project which increased the capacity from 18 to 20 MMTPA.• Assist and coordinate with the Project Manager and all personnel assigned to the project in establishing an overall Project HSE Management Plan based on Companies IMS Management standards and Project requirements.
