ARES Technical Services (2017-Present) As part of the RGNext team, Ms. Blackburn directly supports the successful launch of rockets into space. Based on a technical data package that includes a change proposal, engineering drawings, and Logistics Management Information (LMI) data, Ms. Blackburn is responsible for Technical Manual development using Adobe Frame Maker, MSWord, and Adobe Illustrator. She partners with subject matter experts to create technical publications, operating manuals, user guides, quick reference material, application and technical notes, training materials, etc. Ms. Blackburn coordinates and supports Engineering in project meetings with the Government customer. She performs in process reviews, and validations and verifications of Technical Manuals. She provides support for requests for proposals and basis of estimates, performs data and configuration management activities associated with implementation of Technical Manuals and other related duties as required, e.g. support to integrated logistics functions, and training/mentoring of other product support personnel.

Very fond memories of training experiences with Lisa Blanchard, Don Tesmer, Don Incorvaia, and Judith Schore as a doctoral fellow at the APA-approved Reiss-Davis Child Study Center and Vista Del Mar Child and Family Services in Los Angeles. My AUSB education in forensic psychology provided the basics for administering IQ, personality, Rorschach and many other tests for elementary through college-aged children. I attended the Duke University Summer Research Workshop on Spirituality and Health in 2012. My dissertation screened for religious and spiritual characteristics of six clinical psychologists through questionnaires. Following this, the construct of faith was explored and then the Faith Development Interview was given. My qualitative dissertation using Fowler's Faith Development Interview with clinical psychologists as my participants was incredibly meaningful and my oral defense greatly enjoyed. Outside trainings included: Trauma Focused-CBT, Wise Mind of Dialectical Behavior Therapy (DBT), Gestalt Play Therapy (Violet Oaklander Method), Domestic Violence Solutions (DVS).

Space Shuttle Main EngineAfter the Columbia Shuttle disaster, the NASA customer conveyed concern over the program’s ability to perform. The Action/Call Center for the Space Shuttle Main Engine opened in July 2004 to help focus program communications, materials, and technical support between field sites as we worked towards STS-114 “Return-To-Flight”. Since the establishment of the Action/Call Center we successfully reduced obstacles and eliminated issues that could impact ground test at Stennis Space Center (SSC) and shuttle assembly at Kennedy Space Center (KSC). Our efforts led to the achievement of an impressive program goal during FY2008 when we recorded 18 straight on time tests out of 18 tests planned. International Space Station• On-Orbit maintenance procedures for International Space Station can only be validated by simulation. As lead and key team member, we created the first On-Orbit Organizational Level Maintenance Manual and exercised a Validation Process that was cited by NASA as the Standard of Excellence for the ISS program. This approach became a “best practice” and was used to improve the processes at other Boeing Work Centers.• NASA revised the contract to add On-Orbit Translation procedures for use during the assembly of ISS. My team had the skill set to write these procedures, so through my efforts the Customer expanded our scope to develop these procedures with concurrence from the Operations group. NASA once again increased our scope for the development of excellent manual fault isolation functional flows that ‘raised the bar’ for the other Work Centers.• As part of the capture team, I worked on the proposal with the vision to entice NASA’s funding for quality training product development. Using instructional design knowledge and multimedia tools, we completed our first ISS Computer-Based-Training (CBT) module in 2002 which gained customer interest along with an acknowledgment for product excellence. My design specification and process instructions (needs assessment, storyboard layout, SME interviews, scripting and recording audio, video/editing work processes to publish on a training website) assisted in establishing quality standards for future hardware training development needs across all programs. Macromedia/Adobe Premiere/Snag-it/Dreamweaver/ used.

Logistics Engineering: Our department was experiencing quality errors in the development of field maintenance procedures for Light Armored Vehicle - turret electronics. I created maintenance procedures guidelines to flow DOD customer-requested changes to logistics engineers, and initiated a change control process to manage configuration changes to the LSAR deliverables. These processes made for consistency between the different writing styles and reduced errors significantly, which transformed our customer relationship. Manufacturing Engineering: Responsible for providing manufacturing planning to produce circuit cards for Titan II/IV missile guidance computers. With Quality Engineering, we specified tools, equipment and processes for subcontractors to manufacture circuit cards and power supplies. These responsibilities required being trained on Mil-Std-2000 for soldered electrical and electronic assemblies.
