Worked with the City of Samara, Russia for exchange visits. Hosted small groups of physicians from Samara to visit hospitals in the St. Louis region and was invited to visit Samara to present research on American health policy to professionals in Samara.

The St. Louis County Police Board is an independent Commission that manages the St. Louis County Police Department. The St. Louis County Chief of Police reports to the Police Board and the board has exclusive authority to appoint the Chief. The Commission has subpoena authority and serves as the Civilian Review Board for St. Louis County Police. The Commission has responsibility to review for approval or disapproval of disciplinary action for the St. Louis County Police Department. Board members are nominated by the County Executive and approved by the St. Louis County Council.

Conduct program evaluation research for public and nonprofit agencies in the greater St. Louis area on a project basis. Currently working with the Applied Research Consortium (SIUE, UMSL, SLU) to develop programs and research as a follow-up to the work of the Ferguson Commission.

Served as Department Chair for 15 years under 5 different Deans of the College of Arts and Sciences. Responsible for managing the department budget, evaluating MPA program faculty, evaluating professional staff, recruiting and appointing graduate assistants, and faculty recruitment activities. I taught a range of courses and represented the Department to internal SIUE and external agencies.During this period of time I served on a wide range of University committees:-President of the Faculty Senate: responsible for reviewing /approving SIUE faculty and student policies.-University Planning and Budget Council: advisory role to the Chancellor for SIUE Budget and program initiatives-Chair of the SIUE Graduate Council: responsible for review of SIUE graduate programs and graduate school policies-Chair of various School Dean Committees: responsible for conducting annual and periodic faculty and staff performance reviews of deans (Graduate School, School of Social Sciences, and various Associate Deans at SIUE)-Implementation Committee for the College of Arts and Sciences: When four schools were combined into the College of Arts and Sciences, I was selected to serve on the implementation committee that developed the guidelines for creating the new School and for the Operating Papers that would guide the new School-MPA Program Accreditation: Following my initial appointment as Department Chair, managed the first of three successful accreditation efforts by the National Association of Schools of Public Affairs and Administration (NASPAA) over 18 years.- Funded Faculty Research: I served as the primary investigator on a wide range of externally funded program evaluation research projects. This involved writing grand and contract proposals to external agencies, creating teams of professional staff and faculty to conduct the research, and submitting final reports. The total external funding for these projects for SIUE approached the $3 million dollar level.-

I served as the academic advisor to Master of Public Administration students, developed programs of study for graduate students and audited graduation requirements. I also actively engaged in recruiting graduate students into the MPA program. I also worked to create externally funded internships for graduate students while serving as Program Director and while I was Deaprtment Chair.

Served five terms of 3 years each. Nominated by department faculty, recommended by the Dean of the College of Arts and Sciences and appointed by the Provost and Vice-Chancellor for Academic Affairs at SIUE.

I was appointed by the Governor of Missouri in November 2014 to serve on the 16 member Ferguson Commission. The Commission was responsible for developing a wide range of possible policy options that could serve as a remedy for the causes of the civil unrest that occurred in Ferguson and across the St. Louis region in 2014. The final report was developed and the Commission sunset in December 2015.

I served as Mayor for three terms. I provided leadership for the City during a period of economic challenges. When Ford Motor Company announced plans to close the Hazelwood Assembly plant, I worked to keep the plant open an additional 5 years through a partnership with the State of Missouri. After the plant closed, I met with the President of Ford Land Company and secured their agreement to sell the property to a developer who would dismantle the existing building and engage in environmental clean up of the site. Working with the Missouri Department of Economic Development (DED) and the Missouri Legislature, Brownfield tax credits were provided to support restoration of the site to "greenfield status". This complete remediation allowed the redevelopment of the site for commercial, logistic, and retail development. This effort involved developing partnerships with the State, St. Louis County, and the private sector.At the same time I provided leadership to the development and construction of the St. Louis Mills shopping mall with over 1 million sq. ft of retail space. That mall and the surrounding logistic and light industrial area worked to offset the impact of the closure of the Ford assembly plant.City services were expanded and improved, with resurfacing of most of the residential streets in the City, the construction of a new water park for residents, and a range of community events.Working with the City Council and the City Manager, Hazelwood experienced significant private sector investment and employment growth.
