It was established to provide an informal forum where participants could present and share information for the active examination of how administrative technology supports the institution as well as the students, faculty, and staff, and how this support could be improved upon.

Prior to its restructuring in 2016, the Tennessee Board of Regents (TBR) system consisted of 46 post-secondary educational institutions. With a combined annual enrollment of over 200K students, it was one of the nation's largest systems of public higher education. The TBR system was a $2.4+ billion per year enterprise that was comprised of 6 universities (which included law, pharmacy, and medical schools), 13 community colleges, and 27 colleges of applied technology that offered classes in 90 of Tennessee's 95 counties.
