Reviewed and analyzed the effectiveness of, and consumer satisfaction with, vocational rehabilitation services. Reported to the governor and the U.S. Department of Education on the status of vocational rehabilitation programs. Coordinated activities with other state councils with interest in the issues pertaining to disability and employment.

Launched CADRE Asia through market entry of its mainland China WFOE (Wholly Foreign-owned Enterprise). Responsible for marketing and business development, building awareness of CADRE’s unique capabilities, identifying new opportunities and developing partner relationships. Implemented strategic planning and policy development, creating sales marketing plan to pursue and manage accounts. Coordinated construction management contracting, preparing development plans executed to budget with adherence to property commissioning and opening dates. Demonstrated proficiency in overseeing both internal support work and third party contractors to warrant budget and schedules are delivered from concept to completion.

Develop managed the construction of a GPB £55 million (historical project value) retail shopping mall located in the city of Zibo, Shandong Province. Branded as Century Mall, the structure included four levels of retail with basement car park, cinema, and hypermarket encompassing a total GFA of 626,726 sq ft; contained on plot size of 244,000 sq ft. Responsible for the cross functional management of internal/external parties on all aspects of the project including base building construction, internal fit-out, leasing, retail delivery and operations. Lead government relations and managed contract negotiation with local developer to mitigate risk and improve overall asset and commercial position.

Developed and established a tenancy coordination program for Tesco’s expansion into China market. Structured the department organization on a national scale providing complete tenancy life-cycle services through central shared services and tenancy delivery management at multiple project sites / operating malls. Formed an inter-department construction services utility to independently deliver tenancy building modifications and other small works projects to support Mall Operations. Lead a self-recruited department of designers, engineers, cost managers, project managers, and coordinators with an annual budget direction of RMB ¥40 million (historical project value).

Responsible for retail development (construction and store delivery) within the Venetian properties located on the Cotai Strip of Macao, a master-planned development of resort-casino properties with 2M sq. ft. of retail GLA. Managed multiple teams comprising 16 total employees (4 line managers) to deliver 140 retail stores for phased opening of the Grand Canal Shoppes. Oversaw outstanding builder works (RFCs) and defects schedules to ensure accountability and adherence to the original project timeline. Created a reporting method that warehoused inter-linking information into single format in order to provide a greater view of the overall project status thereby reducing data maintenance hours. Developed procedures and methodology with a strategic implementation plan for upcoming development projects.

Managed the tenancy design and fit-out of 60 shop unit locations for opening of the Orion Springfield Mirvac Town Centre. Created tenancy documentation, design and fit-out guidelines, and site requirements/policies. Project managed the completion of Owner’s works in excess of AUD$1.25 million to ensure that shop units were ready for delivery on agreed handover dates. Audited the completion of fit-out works to ensure adherence to approved plan and managed the approval processing of fit-out incentive payments with a total value of AUD$1.5 million (historical project value) for the projects within my portfolio.

Administered the daily property management of more than 50 individual lease agreements/commercial property interests within the Downtown Disney retail, dining, and entertainment district. Collected and analyzed tenant financial data, monitoring BPG (Business per Guest) to create performance summaries, forecasts, and earning strategies aimed at increasing tenant performance. Project managed retailer fit-out projects and other contractor or internal/external service provider work affecting Operating Participants, those non-Disney third party companies that have tenant relationships at Walt Disney World.
