I am a world expert in illegal fishing, and my work has played a central role in efforts to redefine illegal, unreported and unregulated (IUU) fishing as fish crime; a process required to transform this previously administrative crime into a serious crime.The principle focus of my academic research is the strategic use of international law by non-sate actors. This focus has led him to study the strategies of organizations such as the Sea Shepherd Conservation Society, Women on Waves, the Seasteading movement, the Gay and Lesbian Kingdom of the Coral Sea, and similar groups. I also studies:​- Illegal fishing, slavery at sea, and the international politics of marine conservation.- Canadian politics, particularly electoral political strategy and tactics.- Arctic and Antarctic politics and conservation issues. - Environmental ethics and the philosophy of confrontational environmental groups.
