In May, 2018, I was selected to lead the Burien Police Department. The city of Burien is a suburb of Seattle, located just 20 minutes south of downtown. We are bordered by SeaTac International Airport on one side and the beautiful Puget Sound on the other. Our city is home to 52,000 diverse residents, who are attracted to our great parks, year-round festivals and fascinating food scene. The city is full of opportunity, with thriving local businesses and an engaged community. In partnership with the community, Burien Police Department's objective is to enhance public safety in our city. We do this through aligning our efforts under three key principles: Building Trust, Fighting Crime and Supporting Each Other. The 44 Commissioned officers on the Burien Police Department are committed to these principles in their actions. In addition to the dedicated city officers, Burien Police Department partners with the King County Sheriff's Office to provide specialty services, support services and some detective functions. This partnership allows us to deliver high level services in an efficient manner. I am committed to being innovative and people focused in how police services are delivered, balancing the need to address criminal behaviors with the need to create long term solutions to our problems. The Burien Police Department uses a "leading with services" approach in how we address complex issues in our community. We have partnered with prosecutors, business leaders, schools, treatment providers and community organizations to try to find effective answers to our complex problems. We are not focused solely on trying to arrest our way into a solution.
Major Investigations Section Captain
Responsibilities include direct oversight of over 85 investigators from multiple disciplines, including: major crimes/ robbery and homicide, accident reconstruction, warrant extradition, sexual assault, child find, intelligence, asset forfeiture and others. Additional responsibilities include management of grants, coordination of task force involvement, legal and ethical deployment of surveillance equipment and collaborative efforts with federal, state and local criminal investigators and prosecutors.
Precinct Operations Captain
Captain Ted Boe is the operations captain for Precinct #4, serving the communities of Skyway, Vashon Island, White Center, Top Hat, Boulevard Park and North Highline. His oversight at Precinct #4 includes: 10 sergeants, 42 patrol deputies, 3 generalist detectives, 3 narcotics/ special emphasis detectives, 3 storefront officers, 1 school resource officer, 2 community service officers and civilian support staff.Captain Boe has been actively involved in recruiting and mentoring new deputies and bringing the Police Explorer program back to the Precinct 4 area through SeaTac. He spends time in the local high schools talking to youth about social issues and building relationships with law enforcement. He also was part of the team that redesigned the King County training program to utilize adult learning philosophy. These programs and activities are all focused on developing relationships with our youth and identifying the next generation of well trained, responsive and community focused officers.Captain Boe is focused on process improvements to increase the efficiency of law enforcement. He was actively involved in the development and testing of scheduling software to increase the efficiency of patrol sergeants. He developed and implemented digital performance evaluations for deputies and sergeants (in process), utilizing technology to improve a process of writing and management review of evaluations. Through the use of process improvements and technology, he has improved King County's effectiveness and efficiency in order to continue providing high quality services in a financially responsible manner.In addition to precinct management, Captain Boe maintains his certification as a Drug Recognition Expert and Impaired Driving Instructor. He regularly presents and teaches for law enforcement, education professionals and civilian groups on topics related to law enforcement, leadership, general drug awareness and identification of substance abuse.

My time as a patrol officer started as an unincorporated deputy working rural areas east of Seattle. I spent time in the cities of Carnation and Sammamish. I worked my way up to a field training officer after a few years. In 2003, I was selected as a traffic officer, focusing on collision investigation and impaired driving. I became a drug recognition officer and was selected to be an instructor for that program. In that role, I taught officers and school officials around the state. In 2005, I was selected as a master police officer. I continued my training activities and also mentored new officers in this role. I served on the oral boards for hiring new officers. In 2007, I was selected to join a team in the training unit focused on creating a new field training program based on the Reno model of training (adult based learning). In addition to creating the program, we were responsible for getting buy in and training all the field training officers.
