He next served as Chief Financial Officer of Phoenix International, a NASDAQ-listed banking software development company. Following the sale of Phoenix to London Bridge Software, he served as Senior Managing Consultant with the Financial Management consulting practice at IBM Corporation, where he acted as Subject Matter Expert in Corporate Performance Management (strategy, planning, forecasting, reporting and analytics) to Fortune 500 companies.Prior to joining the Special Inspector General for Afghanistan Reconstruction, Mr. Burns co-founded and led Vesta Partners, a boutique corporate finance advisory firm that specialized in the healthcare, financial services, financial technology, hospitality, real estate and sports industries.
