Greater Salt Lake City Area

• Regulatory and litigation practice, primarily on behalf of utility clients.
• Strong expertise in government regulation of companies and public entities.
• Litigated contested cases before the public utility commissions of Utah, Washington, Oregon, Arizona, Montana, Colorado, New Mexico, Minnesota, and Iowa.
• Served as lead outside counsel on a series of successful hearings involving Qwest, and another carrier, Level 3, that resulted in hearings in nine public utility commissions.
• Handled appeals to federal court from state commission decisions in Oregon, Utah, and Montana.

• Headed up U S WEST/Qwest’s operation in Utah, with specific responsibility for regulatory, legislative, local government, public relations, and community activities in Utah.
• Worked with all departments in Utah to assure coordination of public policy and operational goals.
• Managed all activities and interactions with the Utah Public Service Commission, communications with the Utah congressional delegation, and relations with state and local officials and legislators.
• Testified before the Public Service Commission and Utah legislature on numerous occasions.

Greater Denver Area

• Managed all major commercial litigation for the U S WEST (now CenturyLink) family of companies, including class actions and other strategic litigation.
• Company representative in numerous mediations in both state and federal courts.
• Responsible for litigation strategy, and for advising senior management team on litigation risks. Regularly use litigation risk analysis.
• Played a key role in significantly reducing overall portfolio of litigation risk to U S WEST. Responsible for a multi-million dollar litigation budget. Over an 18-month period, reduced the liability exposure by 20.
• Managed seven in-house attorneys plus full staff of litigation paralegals.

Greater Denver Area

• Managed all regulatory law matters for U S WEST in a seven state area, including all inside and outside counsel. Primary role was to develop and implement a consistent legal strategy and assure that the Company.
• I also advised senior management on the regulatory implications of corporate plans and strategies in order to assure consistency between corporate actions and the legal requirements.

• Headed up the legal department for U S WEST in Utah. Responsible for all regulatory and civil litigation, and other legal matters in Utah, including review of all major contracts.
• Lead counsel for all U S WEST matters before the Utah Public Service Commission. Successfully handled all matters at the Commission from 1980 through 1993, including the litigation of six full general rate cases.
• Advised the company on legislative matters related to regulation, including extensive experience in drafting and amending legislation.

Salt Lake City

• 1978-1981. Handled a broad variety of legal matters in Utah for U S WEST, including litigation, contract drafting, contract review, and human resources issues.
• Between 1980 and 1987, took the lead on all regulatory matters before the Public Service Commission.
