On January 6, 2017, I was nominated by Connecticut Gov. Dannel Malloy to head the Office of the Healthcare Advocate, and I assumed office on February 6, 2017. OHA is an independent state agency separate from the governor's administration. OHA’s primary mission is to assist and protect Connecticut individuals and families facing critical healthcare needs in dealing with their health insurance companies or other managed care organization. The office also plays a key role inside and outside state government as a policy voice on healthcare issues for Connecticut consumers. For instance, the Healthcare Advocate sits on the Governor’s Healthcare Cabinet, and on the state’s Obamacare exchange (Access Health CT). The nomination is for a four-year term, and must be confirmed by the Connecticut General Assembly.It was an honor to be appointed this critical healthcare position by Gov. Malloy, and reappointed by Gov. Lamont in 2021. It was a privilege to fight for Connecticut individuals and families facing difficult healthcare issues. It was a pleasure to work with and learn from the dedicated professionals at the Office of the Healthcare Advocate who have established such a strong tradition of service to patients and families across the state.

I lead a team of investigators and inspectors who investigate fraud or other improper behavior by state-licensed professionals, such as architects, home improvement contractors, plumbers, electricians, and the like. Our investigations arise out of both consumer complaints and proactive investigation and analysis. Our primary goal is to protect the health and safety of consumers of the state of Connecticut, and to assist them in attaining restitution whenever possible. Where appropriate we launch administrative actions such as license revocation or suspension, or lesser sanctions such as fines and penalties. We work closely with law enforcement to ensure the prosecution of egregious offenders.

My healthcare practice focused on compliance, regulatory and transactional work, including assisting clients with all aspects of program integrity. Strong interest in Independent Review Organization (IRO) and Independent Monitor work, assisting Medicare and Medicaid provider clients who are subject to Corporate Integrity Agreements in lieu of exclusion by the Office of the Inspector General (HHS-OIG). I also specialized in assisting healthcare and non-healthcare corporate clients with both internal investigations, and responding to governmental investigations.

Second-ranking official within the Center for Program Integrity (CPI), which is the operating division of the Centers for Medicare and Medicaid Services responsible for reducing waste, fraud and abuse in the federal Medicare and Medicaid programs. CPI is the principal program integrity steward of the nearly $1 trillion that the U.S. government spends each year on Medicare and Medicaid. CPI's annual budget at the time I worked there was over $600 million, with 240+ direct employees in 13 offices across the country, and the Center additionally controlled over 1,000 contractor FTE's nationwide.

Presided over (and previous to tenure as Chairman, participated in) all aspects of zoning and wetlands applications in Connecticut's 9th-largest municipality, including a key role in the extensive hearings and municipal debate concerning the Blue Back Square application, which consisted of a several hundred-million dollar public-private partnership for a mixed-use downtown development. Blue Back Square is currently an extremely successful and pedestrian-friendly community space.

Handled litigation against the firm, and interactions with state regulators such as state Attorneys General and Insurance Commissioners. Also, conducted internal investigations into allegations of wrongdoing within the company.

Hartford, Connecticut Area

Lead attorney on many major investigations into wrongdoing by state officials and state contractors, notably including the investigation of Enron-related malfeasance by state officials in the Governor's Office and a quasi-public organization, the Connecticut Resources Recovery Authority, which ultimately resulted in the resignation of the Governor's Chief of Staff and the president of the CRRA. Subsequently led the Attorney General's highly successful litigation efforts in various forums across the country to recover as much as possible of the $220 million lost by CRRA in the Enron transaction. Also handled many Medicaid fraud investigations and litigations.
