Responsible for all PD&R Systems (11 in total) which includes the maintaining the Authority to Operate (ATOs) for new systems, decommissioning of all systems, and annual review (ISCM) activities for better management of Federal investments in accordance to NIST Security Guidelines while meeting the agency mission needs. This includes leading all internal Inspector General (IG), Chief Information Officer (CIO) Security Office, and HUD Privacy Office audits or engagements ensuring compliance with the1974 Privacy Act and within NIST SP 800-53 Revision 5 standards. With the HUD Security Office moving to Information Security Continuous Monitoring (ISCM), a dedicated resource was needed for PD&R so I was moved into this position to better meet the requirements of the Information Technology Management (ITM) Framework which integrates Federal mandates, directives, and best practices for managing the risks that may affect IT investments. ISSO responsibilities also include reviewing Security Plans for Data Use Agreements DUA’s), Data License Agreements (DLA’s), and all research contracts involving HUD data.

Director of staff responsible for HUD enterprise-wide GIS implementations, Geospatial Data Act of 2018, Coordination with FGDC (Federal Geographic Data Committee), Geocoding Service Center (GSC), program monitoring and research, data licensing (providing HUD program data for researchers that further the understanding of program efficiency) and is the Information System Security Officer for all PD&R systems. As the Information Systems Security Officer (ISSO) for all PD&R systems, ensuring that all PD&R systems are within compliance of the1974 Privacy Act and within NIST SP 800-53 Revision 5 standards for PD&R.

As the senior executive leader for enterprise-wide geospatial data and geographic information systems strategy, policy, portfolio investment, governance, and solution lifecycle optimization, I am responsible for extending the power of geospatial solutions to mission stakeholders across 29 unique mission and administration areas. This position is the Department Senior Agency Official for Geospatial Information (SAOGI), and executive liaison to the Federal Geographic Data Committee as an Executive Committee member. In this capacity, the position offers customer services in the following areas:1. Enterprise-wide geospatial strategic thinking, policy making, and decision-making2. Tactical GIS programs and process innovations3. Realization of operational best practices collection and redeployment4. Creation of pilots and prototypes to demonstrate the value of GIS in solving entrenched, complex, and emerging public policy and administration challenges.

defining/maintaining the USDA Enterprise Geospatial Portfolio relative to capital planning, defining the strategic priorities for geospatial technologies in the various USDA Agencies and providing leadership in the usage of geospatial systems within mission critical implementations, working with the Emergency Operations Center in order to ensure smooth communication with USDA senior leadership and the US Department of Homeland Security utilizing geospatial analysis with USDA specific data, and guide Departmental coordination in geospatial policy to ensure coordination with the National Geospatial Platform and mature geospatial implementations across the enterprise. Coordinated and designed the strategic staff development plan in line with the implementation of the newest geospatial technology platforms of ArcGIS Online and Portal for ArcGIS Server which allows for greater coordination with outside Agencies, access for remote mapping needs, and promotes sustainable, secure, and easily accessible mapping capabilities for the USDA Enterprise/Department. The position reports to the USDA Geographical Information Office, the Deputy Chief Information Officer (CIO) for Policy and Planning, and the CIO for USDA. Products are created for OCIO leadership to relate to internal USDA Department Heads and beyond.

Responsible for leading/coordinating all FSA GIS application vision, architecture design, application development, and deployment for the Farm Service Agency (2,300 offices nationwide with over 11,000 users) using best practices within a project management paradigm. The responsibilities also included tasks like managing staff and contractors for all FSA GIS application development, working closely with stakeholders, ensuring work is completed within scope, working with other parts of the ITS organization like the Testing and Certification Office as well as the Inter-Operability/Security Certification Branch in order to deploy the GIS software on all USDA certified desktops. The last few years of the position focused on elevating the desktop geospatial applications to service oriented architecture (SOA) where the entire enterprise could leverage GIS using cloud computing while mashing geospatial capabilities with program data which created the first integration of Esri Software with SAP for deployment within FSA and was deployed in April 2013.

Project Manager for software application development which included business requirements gathering from stakeholders, GIS application software and architecture design, database management design to meet business program needs,implementation of GIS software for 2,300 offices on both server and workstations nationwide, and development of supportinfrastructure for software deployment and usage once the software was deployed. This position relied heavily on strong Project Management Institute (PMI) practices for 3 major software packages of the suite of FSA business geospatial data management.

Created and modified existing ArcView 3.X and ArcGIS 8.X applications for various municipal functions including HousingInspection Departments, Emergency Response Departments, and Zoning Departments.

Responsibilities include: programming GIS applications in the ArcGIS 8.x and ArcView 3.x environment for purposes of editing and validating Water Distribution and Sanitary Sewer GIS assets, modeling GIS networks to ensure SQL SDE database quality, being technical/project lead with RouteSmart Technologies ® Software solution implementation and maintenance, modeling condition indexes for Capital Improvement Projects, technical/project lead on all GIS integrations with Work Order Management System and Global Position System (GPS) technologies (Trimble, Leica, and SOKKIA instruments), and technical lead on all reporting tools for routing business practices.
