Portfolio Manager for the $5bln 1-5 year Tpool portfolio. This portfolio is comprised of US Treasury, US Government agency bullet and callable securities, hi-grade corporate, asset-backed and taxable municipal securities.

Investment Portfolio Management: Manages $450 million portfolio in accordance with investment policy and statutes ensuring investments are safe, meet organizational liquidity requirements and earn high yields. Investment types include US treasury, government agency and callable agencies, taxable municipal, hi-grade corporate, Canadian and Australian Yankees and bank certificates of deposit. Manages securities dealer relations, executes trades, has managed and operated investment accounting and reporting system, performs management reporting and manages meetings of the Investment Advisory Committee.Cash and liquidity management: monitors cash inflows and disbursements to ensure sufficient liquidity, Executes cash management investment trades and maintains short and long term cash forecasting tools.Economic analysis: Monitors and analyzes the economy and interest rates and writes a monthly economic and interest rate briefing which is circulated to management and City CouncilBank relations: Ensures the most current and best bank services are used, meets with bank representatives regularly to manage the banking services contract; troubleshoots operational issues that arise in City departments and works with staff to effect resolution; analyzes monthly bank bills for accuracy and manages compensating balances.Debt management: Working with the debt manager, maintains relations with other departments needing financing to assess their needs, draft annual financing proposals, takes proposals through Council approval process while making necessary presentations to Council committees and the full Council, draft and issue financing RFPs, review and analyze proposals and make recommendations to management. Manage debt closings including review of legal documents, signing and receipt and disbursement of funds.Pension fund oversight: Represents the finance director at board meetings of employee pension plan. Serves as overseer of elected officials and executives pension plan.
