Dr. Ted Lehr is an Associate Professor of Practice in Computer Science at Texas State University responsible for undergraduate recruitment and teaching courses like software engineering, computer architecture and algorithms. He has over 30 years of experience, including engineering executive management in large and small companies, academia and government. Recently, Ted was a data architect with the City of Austin where, among other innovations, he initiated and led Austin's signing of the master research agreement with UT-Austin. He was also part of the team that developed Austin's nationally recognized Open Data portal. More generally, at the City of Austin, he regularly helped multi-department teams collaborate, including the launching a formal cross-department drone policy and technology task force in 2021. During this same period, Dr. Lehr taught software engineering courses at Texas State where, in 2015, the university recognized him as an Outstanding Part-Time Faculty. While in 2017 and 2020, he was designated a "Favorite Professor" by the honor students at Texas State. Ted received his Ph.D in Electrical and Computer Engineering from Carnegie Mellon-University.

Led or was a significant contributor to initiatives and programs for open data, intelligent infrastructure, drones and increased capacity for the city to do research with area universities including initiating and leading the work that established the master research partnership with UT-Austin. The open data program, led by my city colleague, Charles Purma, is a nationally recognized municipal program that opens up the city's data for use by residents, businesses and researchers. Working with several community partners, including the Autonomy Institute, I led the city effort to be intentional (rather than reactive) in how our city and community can position itself to absorb, regulate and use new technologies in ways that are valued by those affected by them. Working with the several internal UAS (drone) teams and their leadership, I coordinated the approval to create what will be a nation leading cross department program on drone technology, policy and use. I assisted many departments and outside entities, including our universities, in research and securing funds for that research including AI, social media, emergency response, drone and mobility research at UT-Austin as well as high performance computing, health and public safety training research at Texas State University. With colleagues, I recruited Stanford University's Public Budgeting team to create the City of Austin's community budget surveys for 2021 and 2022. And I was the Austin lead for the Obama White House Tech Hire program between 2014 and 2017 which led to expertise in creating discussions for city hiring programs with Austin area organizations including Huston Tillotson University.
