Carried out direct senior leader engagements with ranking defense officials from over 20 different partner nations, negotiating strategic agreements on master training plans and course delivery requirements that meet their unique national defense strategies and policies, all within the framework of $2M/yr US Foreign Military Sales (FMS) case based program. Responsibilities included ensuring accountability and serviceability of 1,100+ high tech equipment items, valued at over $35M, and the operation and maintenance of a 22,000 sq/ft state-of-the-art training facility. Directed activities to establish unit budget requirements for inclusion in the DoD's annual Program Objective Memorandum (POM) budgeting process, as well as designed and carried out the resulting budget execution.

I managed daily activities of a 25 personnel HQ Air Force (Pentagon) staff formulating strategic policy, guidance and oversight directives for all US Air Force Command & Control/Theater Air Control System organization, training and equipment requirements worldwide, in support of the Division Chief and Air Force policy; results were a direct positive effect on all wartime and training activities and readiness for 20,000+ personnel operating and supporting E-3 AWACS and E-8 JSTARS aircraft, ground based radar systems, Air, Space and Cyber Operations Centers, inter-Service liaison teams and USAF air traffic control operations, operating assets totalling over $25 Billion in value.

The US principal architect and team leader for Iraq's $100M national airspace design and operational capability, charged with building Iraq's sovereign airspace and air traffic control capability to receive transfer of operations from US to Iraqi control. Served as Dept of Defense principal liaison to the US Embassy Baghdad Transportation Attache' ensuring decisive US diplomacy with Iraq Civil Aviation Authority officials to ensure safe air traffic operations and timely transition of operational responsibilities. Responsibilities include ensuring Iraqi airspace management capabilities met International Civil Aviation Organization (ICAO) standards while adhering to US and Iraq strategic agreement goals. Successes include establishing Iraq's enduring organic training capability for long-term success while integrating various high tech systems and components into a coherent, safe operational system with qualified operators and an enduring training capacity. Heavily engaged in finding resolution for a critical host nation-contractor impasse while keeping civil aviation safe and functional, leading to an air-traffic volume increase of over 60% in 6 months. Guided and coordinated the efforts of 3 US DoD staffs in 4 countries setting the stage for Iraq air sovereignty success and US forces meeting all operational on-time draw down objectives.

Commanded a 400+ person training activity, operating the US Air Force's undergraduate Air Battle Manager training squadron, the single source of qualification training for all command and control (C2)/battle management officer personnel assigned to E-3 AWACS, E-8 JSTARS, and ground tactical radar systems. Led the Air Force international security assistance training program for personnel from 78 different allied and coalition partner nations that provides C2 and battle management training in two different course offerings spanning 9 weeks. Responsible for $2.9M, 4,300 flying hour civilian flying contract providing direct training support to over 140 officer trainees per year, while integrating over $19M in high tech mission operations systems housed in 4 facilities valued at over $15M. Results include meeting training objectives of all US Air Force C2, F-22 Raptor and F-15 Eagle primary training on over 5,400 air combat training missions per year. Successes include ensuring optimal expenditure of approximately $650K/yr operations budget to meet training mission objectives, and successfully advocating for approval and construction of a $16M state-of-the-art training facility.

Air Command and Staff College (ACSC), the Air Force's intermediate professional military education school, prepares field grade officers of all services, international officers, and US civilians to assume positions of higher responsibility within the military and other government arenas. Geared toward teaching the skills necessary for air and space operations in support of a joint campaign as well as leadership and command, ACSC focuses on shaping and molding tomorrow's leaders and commanders. The ACSC program is a seminar-centered, active environment with an integrated curriculum geared to problem solving, and encourages the development of higher order thinking by challenging students to think critically and exercise a combination of analytical and practical tools required as leaders charged with the nation's defense. ACSC graduates are well educated in the profession of arms with emphasis on the use of air and space power in joint campaign planning and the operational art of war.Students who successfully complete the 10-month resident program of study receive a master's degree in Military Operational Art and Science.

Served as the headquarters Director of Operations staff lead and program manager focused on efforts to develop, integrate and evolve conceptual system-of-systems “constellation” as well as designing and advocating command operational requirements for acquisition of a $14B 767 based E-10 concept aircraft. Provided supervisory oversight and management of training, evaluation, tactics and employment policy and guidance for all USAF mobile and fixed site ground radar systems worldwide

Directed command and control academic instruction and flight training of 130 individually selected aircrew, space, and intelligence officers annually in the USAF’s most influential and highly demanding instructor/operator course, the US Air Force Weapons School.Supervised nine highly skilled instructor cadre and nine officer students through an intensive $25M, 6 month air & space combat syllabus. Successes include leading efforts to secure a $1.17M state of the art airspace/range control system used for all flying training on the Nevada Test and Training Range, as well as integrated the USAF’s newly fielded 707-based E-8 JSTARS command and control aircraft into 11 other flight, space, and intel specialty training programs. Served as the Nellis AFB 11 September, 2001 response planning cell lead, establishing the Nellis AFB base-wide response architecture and integrating assigned base combat aircraft and capabilities into NORAD operations.Under my supervision, our organization successfully led the Weapons School's first ever Air & Space Operations Center integration into school-wide training activities in large scale exercises.Build, Lead, Teach

Served as the aide and personal assistant to the senior US Air Force officer on the Korean peninsula, where, on behalf of the commander and his theater-wide responsibilities, I interfaced with senior US military and US Embassy diplomatic staffs in Korea and throughout the Pacific region, as well as the host nation Korean government and Korean civilian leaders.

Weapons & Tactics officer responsible for the readiness posture of all US air component command and control units on the Korean peninsula. Assessed unit capabilities, authored operational plans, conducted direct host nation (Korean AF) counterpart engagement, and authored theater wide policies to reduce fratricide and improve operational effectiveness. Led efforts to establish the first ever Korean theater wide missile defense capability.

Served as a mission crew aviator flying on board the USAF’s premier command and control aircraft, B-707 based E-3 Sentry AWACS.Supervised a crew providing combat guidance and direction to US and allied/coalition aircraft. For the Director of Operations, led and directed all aspects of the unit mission readiness program ensuring over 500 professional aviators in 13 crew positions deploying on 7 aircraft valued at over $1.9B were prepared for rapid, worldwide operations in support of national defense policies and objectives.

The USAF Weapons School teaches graduate-level instructor courses and trains tactical experts and leaders of Airmen skilled in the art of integrated battle-space dominance across the land, air, space and cyber domains. During the course, students receive an average of 400 hours of graduate-level academics and participate in demanding combat training missions. Upon graduation, the new weapons officers return to the field to serve as unit weapons and tactics officers, leading combat missions and providing our Service's senior leaders and decision makers tactical, operational and strategic impact support. Responsible to the unit commander for administering the USAF qualification examination program which conducted readiness evaluations in radar command and control operations ensuring operations professionals were prepared for rapid, worldwide operations in support of national defense policies and objectives.

Led and managed all aspects of operations, sales and maintenance for a fleet of approx 500 tractor-trailer units. Managed execution of $7.5 million in annual activities and directed contracted fleet maintenance based on technical specifications and cost effectiveness standards through direct negotiation with service vendors. Responsible to the regional manager for all activities having a direct affect on branch profit-and-loss statements.
