Teno A. West, is the Managing Partner of West Group Law PLLC and leads the firm’s Municipal Infrastructure Team. He is nationally recognized for his representation of municipal governments in the areas of public contracts, water law, solid waste management, municipal law, procurement law, administrative law and construction law. As a leading authority in the field of alternative delivery approaches, including design-build, design-build-operate, concessions and other forms of public-private partnerships, he has served as the lead negotiator for the development of several cutting-edge environmental and civic municipal infrastructure projects throughout the United States. He has extensive experience in representing government agencies, municipalities and counties in the public procurement process and counseling clients with respect to environmental infrastructure projects, including water, wastewater, combined sewer overflow, solid waste, co-composting, materials recovery, and conversion technology and waste-to-energy projects. He has special experience in the development of urban renewal and municipal construction projects, representing municipalities and public improvement corporations in the procurement, construction, operation, and financing of a variety of civic projects, including sports stadiums, municipal buildings and educational facilitates. He is a frequent guest speaker at national and international trade association events and global conferences.Attorney West has a J.D. from New England School of Law, earned a Master of Public Administration from the University of Vermont, and attained his undergraduate degree from St. Michael’s College. He is admitted to practice law in New Jersey, New York, Massachusetts and Pennsylvania. His experience as a lawyer was preceded by public service as the Town Manager of Hardwick, Vermont and Town Administrator of Carlisle, Massachusetts.
