Leader, reporting to the Executive Director, responsible for developing and driving state and federal broadband policies, as well as, identifying, educating and supporting successful broadband stakeholder participation in broadband funding programs to facilitate broadband access for all Coloradans.

Advisor to Commissioners or on litigation staff providing expert analysis and generating financial, technical, operational and policy recommendations on telecommunications issues, drafted orders and presented recommendations to Commissioners in open meetings. Conducted stakeholder outreach, identifying and providing guidance and solutions on topics, such as, certificates of operating authority, small cell, municipal and rural electric cooperative broadband deployment and 5G. Engaged telecom executives and state public utility commission contacts in order to build coalitions to respond to current and emerging telecom issues and to advise Commissioners, ALJ’s, legislators or other groups requesting input.

Responsible for working with the Board of Directors to develop and implement a strategic, integrated fund development plan to build and sustain donor support. Work in partnership with the fund development committee and the Board of Directors to conduct prospect identification, and to coordinate donor meetings. Plan and execute special events.

Responsible for the direction and management of sales and business development, pricing and Telecom carrier relationships for BNI Solutions (BNI). BNI provides turnkey solutions for the complete range of wide area networking needs, including design, manufacturing, installation, integration and ongoing monitoring of fiber-optic, high-bandwidth networks for municipalities, businesses and school districts. Led sales of BNI designed Local Area Networks (LAN) and Wide Area Networks (WAN) and value added solutions. Negotiated multiyear, multimillion dollar contracts with Telecom carriers and K-12 customers. Led multi-disciplinary teams (engineers, finance, and attorneys) in the design, integration and installation of broadband networks.

Served as a subject matter expert on behalf of the National Cable Television Association in telecom forums before state and regional associations. Provided written and oral analysis and recommendations to member companies and state and regional cable associations on state specific legislative and regulatory issues. Responsible for effectively navigating politically sensitive environments with state intergovernmental groups such as the National Association of Regulatory Utility Commissioners, American Legislative Exchange Council, National Conference of State Legislatures, National Governors Association, and Counsel of State Governments.

Represented the Washington Utilities and Transportation Commission (WUTC) as a member of numerous national telecom forums developing regulatory policies and objectives, interacting with industry leaders, commissioners and staff. Negotiated with industry representatives to develop fair methods for implementing state and national policy, regulations and legislation. Monitored FCC and Congressional activity, analyzed complex telecom issues from a national, regional and state perspective; and demonstrated excellent decision making, judgment and analytical skills when making specific recommendations for presentation to senior management legal counsel and the commissioners.
