• Manage the development and preparation of annual department budget, financial forecast, ongoing forecast and budget updates including payroll.• Assist with annual budget preparation by producing budget funding alternatives taken from scenario analysis in the long term forecast. Perform financial analysis and forecasting of various scenarios related to fees and other revenue streams. • Guide financial decision by establishing, monitoring, and enforcing policies and procedures according to GAAP standards.• Establish, monitor, and enforce internal controls of all program services.• Creation of accurate and timely reports and presentations in formats that are easy to use and understand by a wide and diverse audience.• Creation of standard operating procedures (SOP) for purchasing, accounting and other finance related polices.• Identifies and develops control and audit initiatives in the review of utility billing for accurate charging of sanitary sewer, surface water management, and transportation utilities.• Reviews contracts and agreements for compliance requirements, regulations, and specifications; verifies, investigates, and ensures adherence to terms, conditions, and performance; and identifies potential problem/conflicts and provide solutions.• Prepare annual reports for federal, state, city and/or county. • Manage assigned staff, including: participate in recruitment process; assign duties and responsibilities; and train, mentor, and evaluate staff performance.
