As a Lab Manager supporting the Information Technology Secure Access Solutions program, responsible for three different classification networks and 400+ pieces of equipment. Ensured the lab met all Certification & Accreditation (C&A) requirements based on ICD 503 (DCID 6/3). Interacted with systems and security engineers to solicit OS requirements in a pre-production environment. Based on those requirements, installed Red Hat Linux, Centos, Linux and Solaris 10 operating systems within a virtual environment using VMware. As a Senior Security Engineer, conducted an Identity and Access Management demonstration in Van Dyke’s internal security laboratory to IC and DoD clients, resulting in the award of a new IDAM program (PMPI). Conducted systems security requirements analysis, systems security definition and requirements allocation using Use Case Scenarios in accordance with NIST and DIACAP guidelines. Responsible for integration, testing, and system documentation of a proposed Privilege Management solution to serve as the security gateway for information sharing between DOD and DHS Federated Jabber environments, providing ingress and egress filtering, as well as Attribute-Based Access Control (ABAC) of one-to- one communication and chat room access in a virtualized environment (VMware ESX). Utilized PKI and Transport Layer Security (TLS) to provide mutually authenticated server-to- server authentication of Federated Jabber XCP servers. Conducted trade-off analysis of three access management programs for the Jabber Extensible Communications Platform: Actiance (Facetime), Quest One Identity Manager and NextLab’s Data Protection products to determine which product best met customer requirements. Supported the corporate IT infrastructure that included Windows, Linux, Cisco, and VMware components. Oversaw and managed a staff of three, to include a software engineer and two systems security engineers.

Provide security policy interpretation and guidance for planning and implementing program requirements ensuring The Agency meets strategic plans in accordance with DIACAP, FISMA, NIST and OMB A-130 guidelines. As the Deputy Senior Information Assurance Officer (SIAO), worked closely with the SIAO to define Information Technology (IT) security requirements and develop a secure IT system. Conducted security risk assessments, firewall testing, as well as develop and coordinate activities designed to ensure, protect, and restore information technology systems, services, and capabilities in accordance with DIACAP. Served as the Technical Advisor to the PFPA SIAO reviewing technical reports for system compliance to government specifications and providing advice and guidance on security issues affecting the electronic processing of sensitive and classified information in accordance with DIACAP, FISMA, and NIST guidelines. Provided expertise and assistance in the development of Certification and Accreditation documentation, coordinating technical certifications of hardware and software products, and overseeing the risk analysis and sensitivity and criticality review processes for proposed and current information systems. Duties included providing guidance and consultations for security disciplines to include personnel, information, and physical security in accordance with DIACAP, FISMA, and NIST guidelines. Established and oversaw effective and efficient security programs ensuring consistency throughout PFPA. Interpreted higher-level guidance and disseminated directives and guidance throughout the Agency.
