-Title 14, Code of Federal Regulations, Part 139 -Plans for daily operations of the airport, for emergency situations, and for long range expansionin response to increased demands of more aircraft and changes in operation and directions of theSidney‐Richland Airport; analyzes fuel sales volumes, requests for hangars and landing activity trends, and growth patterns in the County and surrounding counties and municipalities due to energydevelopment.-Prepares and manages the annual budget for the airport, which is governmental accounting, bypreparing reports at the direction of the Authority. Addresses a variety of revenue and expenditurefactors such as facilities and equipment maintenance; navigational aids and communications; staffing,etc.; projects revenues in fee structures for aircraft hangar rental, fuel flowage, varied ground lease tenants, and researches other revenue opportunities. Assists developing the capital equipment and facility expansion plan; researches and writes grants to support revenues; recommends and justifies budget to the Authority for approval; maintains accounting for the budget.-Supervises staff involved in maintenances of equipment and facilities; recruits, hires staff, trains,and counsels, makes decisions on salary changes, discipline and dismissal,-Maintains records required under federal, state and local regulations, including FAA Part 139;ensures compliance with all regulations including OSHA safety and health.-Maintains inventory control for all aspects of the airport operation including procurement, bidpreparations, and inventory control pursuant to governmental accounting procedures.Administers and maintains control of insurance coverage required of the airport facilities andairport tenants; analyzes insurance options and recommends selection to the Authority,-Coordinates and consults with others such as utilities for services at the airport as well asrelationships that promote community economic development.
