Human Resources Specialist (Work-Life Programs)

My duties as a Work-Life Program Manager have required me to provide training and/or advise on policies, procedures, and requirements of the Workers’ Compensation, Drug-Free Workplace, Telework, Reasonable Accommodations, and Civilian Fitness and Wellness Programs. I have served as a technical expert on these programs and processed time-sensitive requests in each of these areas requiring coordination between multiple offices both within and outside of HR and I have maintained relationships with program managers for these programs outside of DTRA. To ensure accurate reporting of data, I have either modified pre-existing trackers or established trackers for each program which allows the front office to report on various data points. I have also been the primary point of contact for the establishment of various dashboards for the Telework Program. I have collaborated with other specialists to create articles informing employees of the Agency on their rights and on the procedures of the aforementioned programs as well as the Worker’s Compensation, Professional Liability, and Employee Assistance Programs. This position regularly requires me to modify or develop briefings on my assigned areas which cover a myriad of topics related to Work-Life Programs and are used to familiarize agency employees and managers with these programs. My tenure in this position has given me an in-depth working knowledge of the requirements of each section of Human Resources, their respective programs and policies, and allowed me to foster great working relationships with managers throughout the Agency. My experience in multiple disciplines within Human Resources Management (HRM) has enabled me to approach complex issues from multiple perspectives to arrive at solutions which allow management to meet their human capital needs. This position has equipped me with the ability to apply a wide range of HR policies and practices to solving the HRM issues of staffing, retention, and training.

Served as an assistant LPO for 8 sailors and officers providing administrative support as well as counseling on professional and personal development. I aided the LPO in coordinating medical and administrative requirements of all junior personnel and providing training as required by the Department of Navy (DoN). I provided various instructor led training and assisted management by advising on Annual Training requirements.Supervised the handling of sensitive and privileged information between Navy Chaplains and service members to include personnel records and counseling sessions requiring confidentiality and discretion. Maintained records for service members in commands of varying strengths as well as efficiently carrying out collateral duties resulting in 100% compliance in our unit. By coordinating with the Naval Operations Support Command NAF Washington D. C., ensured training courses required by the Navy each fiscal year were completed as assigned by personally seeing to the delivery of training as the instructor for each course. Determined, developed, managed, and maintained the administrative and logistical support requirements of the religious program.During my assignment to Military Sealift Command, I assisted in the reorganization of administrative operations increasing overall productivity and significantly reducing tardiness with regards to personnel files. I composed correspondence and conducted oral briefings that clarified guidance, letters, and directives passed down from senior leadership. I Established and adjusted short-term priorities and provided administrative oversight of staff actions which increased proficiency and readiness from 68% to 90% in less than three reporting cycles. My counseling of junior enlisted sailors reduced disciplinary infractions by 80% over the course of a year.

Compiled weekly/monthly J1 metrics and provided to government lead enabling the briefing of the HR Director and Deputy Director. Exhibited accepted customer service practices and professional acumen in response to my daily tasks, suspense dates, and requests for information. Maintained a spreadsheet tracker for 844 Position Descriptions identified for work during a massive re-vision project and created and presented reports for use by Division and Department Chiefs in briefings to the Director and Deputy Director of HR and of the Agency. Coordinated meetings instructing contractor, military, and civilian personnel alike on the proper procedures for enacting pen and ink changes to Position Descriptions while tracking the review, delivery, and finalization of said Position Descriptions.

In this capacity, I served as a Records Administrator under the Records Management contract for Department of Justice providing resource planning and management services resulting in the successful maintenance of their various satellite records centers. In this position, I aided in conducting both qualitative and quantitative reviews of the program in order to determine project durations and ensure the final deliverables were received on time or ahead of schedule. I provided technical insight into the development and management of policies, procedures and operational schedules and timelines as necessary for each project. I ensured project and program success by maintaining continuous surveillance of schedule milestones and deliverables for all program systems and all activities which may have affected the programmed costs, technical acceptance, or completion date of projects in the Records Management program.Assisted in the maintenance the records centers which were comprised of over 30,000 files with a team of 8 personnel ensuring folders were kept in pristine condition and up to date. Worked closely with civilian personnel in order to find and retrieve information from files in response to Freedom of Information Act (FOIA) requests and assisted in the delivery of said information per guidance from NARA. I assisted in the transfer of files from physical paper copies to electronic copies saved on secure networks and transported materials and documents between centers as well as directed the storage of these items into storage receptacles, such as file cabinets, boxes, bins, or drawers, according to classification and identification information. Attended bi-weekly meetings to stay up to date on policy and procedures for pulling files for various requests and properly disposed of records and documents in accordance with the NARA guidelines discussed. As the contract grew, I provided training to new hires on handling personnel files and file retrieval procedures.
