Responsible for managing, budgeting, and planning the operations of all functions related to the delivery of the program roadmap, data modeling, motorist business application architecture, requirements management and modernization of the various motorist information technology systems. Provides strategic direction, recommendations and implementation of critical project management and requirements management processes to meet internal/external goals; coordinates system modernization efforts; and ensure appropriate change management controls. Responsibilities also include the coordination of activities with department leaders, divisions and outside agencies/organizations.

•Defined and executed a strategy that led to the implementation of the DHSMV IT PMO, which includes Business Analysts, Project Managers and Quality Assurance •Planned and implemented an agency wide project portfolio management tool•Led team that developed an agency IT Governance Policy to ensure IT resources are utilized efficiently and serves as Vice-Chair of the IT Governance Committee•Advise Executive Leadership Team and Executive Director on the creation of an agency governance policy to ensure that projects are aligned with agency strategic initiatives and goals; make recommendations as needed•Applies project-driven strategies that engage business users, resolve business issues•Manages high profile, politically sensitive projects and briefs CIO and agency Executive Leadership on IT projects

•Managed all software development for DHSMV which included a staff of approximately 80 developers and system administration professionals responsible for applications that collected more than 2 billion dollars per year; issuing 5 million driver licenses and 24.5 million registrations and titles per year•Worked with the CIO to establish strategic goals for the Information Systems Administration Division
