Develop capabilities documents in support of CBRN and CWMD capabilities. Analyze current and future POM baselines in order to provide an assessment on implications to the USMC CBRN Programs of Record. Research and analysis in order to develop position papers which document the implications of new and existing guidance with respect to CBRN, CWMD and bio surveillance, both service and joint, and then brief the government on implications of compliance with guidance and policy.

Currently works at Marine Corps Operational Test and Evaluation Activity (MCOTEA) as an Operational Test Program Officer (OPTO). Independently plans, executes, and evaluates testing of materiel solutions against approved warfighter capabilities/requirements under prescribed realistic conditions and doctrine to determine Operational effectiveness and suitability. Ensures the Operational Test (OT) of all Acquisition Category (ACAT) I through IV programs are effectively planned, conducted, evaluated, and reported.

Support Industrial Policy Directorate, Defense Security Services working supporting human resources and financial section. Prepared and coordinated Position Descriptions (PD) for hiring events through US JOBS.Prepared and briefed Fiscal Year 2014 budget for seven divisions within Industrial Policy. Track and review all travel requests in Defense Travel System (DTS).Maintained, tracked, and ensured payments occur with multiple contracts through Defense Agencies Initiative (DAI).

Coordinate disaster responses and consequence management activities, provide disaster preparedness training, and prepared emergency plans and procedures for natural, wartime, or man-made disasters. This included serving as the Program Analyst and Acquisition Specialist for the Consequence Management Branch as a collateral duty. Provided specialized Consequence Management (CM) expertise in response to accidents or incidents involving WMD or Chemical, Biological, Radiological, and Nuclear (CBRN) material to assist U.S. Government department/agencies and/or Partner Nations with their response in order to save lives.Served as the Current Operations Officer for the Consequence Management Branch by conducting worldwide operations spanning the globe. Developed programs, tracked performance, and evaluation efforts of current and future programs, tracking deployments of personnel, ensuring all pre-deployment requirements were met and provided updates during periods of heightened tension, to ensure safety, and accountability of personnel during the event. Ensured that all communications between contractors and contracting officer were maintained and validated. Served as a Bi-Lateral Joint Operations Officer during Operation Tomodachi as a Consequence Management and Chemical Biological, Radiological, Nuclear Defense Subject Matter Expert (SME) to assist the Commanding Officer to maintain situational awareness and a common operating picture.Served as Acquisition and Logistician Specialist for the CM branch. Developed Statements of Work (SOW), programs schedules, Quality Assurance Surveillance Plans (QASP) and many other documents in support of several programs. Planned and executed a multiyear program valued about 90 million dollars to facilitate Consequence Management throughout selected countries to ensure survivability within the first 72 hours.

Responsible for the overall direction, coordination, implementation, execution, control and completion of specific CBRN projects ensuring consistency with current U.S. strategy, commitments and goals. Responsible for overseeing that the Marine Corps’ requirements were met in ten new CBRN programs within the Shield and Sustain Programs. Served as the Product Manager for the United States Marine Corps during ten new CBRN programs to improve CBRN response and protect service members serving in a CBRN environment.Facilitated milestone planning by preparing, reviewing, and updating technical briefing materials, documentation and program schedules; developed and implemented technical and programmatic plans and measures to track programs cost and performance.Developed and orchestrated several program reviews for outside agencies to include the Joint Requirement Office. Gathered, generated, reviewed, and assessed data to update Acquisition Status Reports, Joint Readiness Reviews, and Joint Life Cycle Management Reports. Managed and developed cradle to grave plans for several CBRN products through their entire lifecycle. Collaborated with external stakeholders on experimental and demonstrations to identify opportunities where Marine Corps Systems could develop future capabilities in response to the evolving world of CBRN. Served as the Operations Officer of the Consolidated Storage Facility for the Marine Corps’ Chemical, Biological, Nuclear, and Radiological equipment, a 90 million dollar program, through a re-compete. Throughout this re-compete served as the technical advisor while serving as a selection board member.
