Serves as the MDA/DV S&T External Chief Technology Officer. Provides technical support for the MDA Technical, Engineering, Advisory and Management Support (TEAMS)-Next Specialized Engineering Analyses (SEA) contract. The SEA Team provides comprehensive Missile Defense System Developmental Test analyses, future Missile Defense System architecture modeling and design, advanced technology analyses, and specialized engineering support to improve the development, testing, and fielding of cybersecure and tamper-proof upgrades to Missile Defense System Elements. Interfaces with OSD (R&E) to include R&E S&T Communities of Interest support; R&E Modernization Area support; and R&E Project coordination (e.g., Rapid Innovation Fund (RIF)/Applied Research to Address S&T Priorities (ARAP)/Seedling). Also interfaces with the MDA Chief Architect and Missile Defense Warfighter to ensure integration of top-level Missile Defense System requirements into technology development and DV technology programs. Coordinates with Service and National Laboratory and DoD S&T Agencies (e.g., DoD and the Defense Advanced Research Projects Agency (DARPA)). Seeks out and identifies innovative technology solutions from both commercial and defense industries to satisfy critical gaps in the Missile Defense System.

Provides technical oversight and performance management ensuring system architecture and implementation meet standard SE principles and guidelines for the ATLAS program. Prepares and brief mission engineering-related presentations at informal and formal meetings. Perform research, studies and analyses in support of crew force progression and training requirements. Contributes to the development of new principles and concepts to enhance mission operations. Supports the development of technological concepts which improve system performance and mission capabilities. Develops, conducts and documents military utility assessments of non-traditional data sensors and sources. Served as the Space Operations Officer Qualification Course (SOOQC) faculty’s only Space Control SME / Instructor for USASMDC/ARSTRAT’s Director of Training Development (DOTD) Functional Area (FA40) staff. Responsible for lesson content and teaches primarily in the Army’s FA40 course. Also serves as an adjunct MTT Instructor in the Army Space Cadre Basic Course (ASCBC). Provides action officer and staffing expertise to support government requirements. Utilizes his 25+ years of teaching and instructional design experience to develop new training scenarios for Practical Exercises (P.E.s) and the course Performance Group Tests based on current and real-world events as required to support course objectives. Assists in the development and maintenance of all scenarios for course P.E.s, the final Command Post Exercise (CPX) to support SOOQC, and test materials.

Task Order Lead for USASMDC/ARSTRAT COMETS II Task Order 1102, Space Control Technical Planning, Integration, and Operational Support and Services. Responsible for a contract team comprised of three companies (including FCI, Harris and COLSA employees) charged with providing technical advice and assistance to the 1st Space Brigade in support of their space missions. Primary duties include gaining proper approval and purchasing of new equipment, material and RMA efforts, tracking of task’s $4.8M budget (includes labor, ODCs, and TDY funds) and ensuring accountability of GFE and GFI in excess of $15M. Responsible for a 24-person contract team providing education, training and readiness exercise support; integration and testing support; technical operation, logistical and fielding support for space control systems; planning, mission engineering, and equipment preparation prior to deployment. Also responsible to ensure the team supports site surveys of deployment locations as required; assists and participates in the deployment of space systems via a Long Term Deployment Team construct; conducts on-site and on-call hardware and software maintenance, depot level repair and supply support, system performance reporting, configuration management, warranty tracking and Original Equipment Manufacturer (OEM) interface.

USASMDC/ARSTRAT, Peterson AFB, CO. 1st Space Battalion (BN) Senior Systems Analyst serving on a 1st Space Brigade’s Space Control task order and assigned to the BN S3 section. Served as the BN’s only contractor Space Control representative and wsa the training and certification focal point for the 1st Space Battalion and its Space Control forces. As the BN Senior Planner, represents the 1st Space Battalion Commander, BN Operations S3, and Space Control Standardization Officer at meetings, training events, conferences, and worldwide exercises including planning conferences and execution. Interfaces with 1st Space Brigade and 1st Space Battalion representatives to ensure the Brigade’s Space Control mission has the required training and resources required to execute their day-to-day mission. Lastly, assists all ARSTRAT levels in standardizing the command’s first space control training and certification program.

ESD 3.0 Integrated Logistics Section (ILS) Lead. Lead ILS team on the Electronic Schedule Dissemination (ESD) 3.0 project. ILS team consisted of operations, maintenance and system administrator trainers, technical order (TO) writers, and graphics/drawings specialists. He reported to ESD project management team on all ILS matters. Ensured TO’s successfully met 60% and 90% milestones and all project changes and updates were incorporated into the TO’s. Ensured training materials also met milestones as well as helped to incorporated monthly training familiarization sessions with the customer. Lastly, as the System Data Management Focus Team Lead, ensured the project’s largest focus team performed day-to-day tasks and planned for the future in order to meet the customer’s milestones, including working groups, deliverables, and software version releases.ESD 3.0 System Administrator/Trainer/Training Lead. System Administrator trainer for the ESD 3.0 AFSCN scheduling system. He used his ISD experience to research, develop and administer courses for ESD System Administrators. He is knowledgeable in numerous IT applications, such as MS Windows Server 2003 with a focus on Active Directory, Symantec LiveState Delivery, HP OpenView, CiscoWorks, and FinePrint. Some examples of the ESD hardware are Dell 1850/1950 and 2850/2950 servers, Dell Blade servers, KVM switches, and NetApp Network Attached Storage (NAS) units. As the Lead Trainer for the ESD 3.0 project, supervised the training team in the development of two other ESD courses: Hardware Maintenance and the AFSCN Operator’s Course. Responsible for entire training environment, including equipment, logistics and scheduling of all training courses. Interfaced with management on all training needs and assesses project milestones and decisions for their training impact. Lastly, he ran the monthly Training Working Group and coordinated all issues and action items for that forum.

Senior Analyst/Missile Warning Instructor. Served as a Missile Warning Instructor with the National Security Space Institute (NSSI). He utilized his years of Instructional Systems Development (ISD) experience to create, revise, research, and present lessons in many of the NSSI’s courses. He taught a variety of lessons, including Missile Warning (space and ground based) including the Integrated Tactical Warning and Attack Assessment (ITW/AA) system, Missile Defense (GMD), Space Surveillance Network (SSN), Strategic Radars, COBRA Systems, Command and Control Battle Management and Communication (C2BMC), Satellite Took Kit (STK), AEGIS, Missile Basics, Mobile Ground Station (MGS), and Theater MW/MD Architecture in the following courses: Missile Warning Advanced Course (MWAC); Space Fundamentals Course (SFC); Intelligence Formal Training Unit (IFTU); Weapon School Preparation Course (WSPC); Space in the Air Operations Center Course (SAOCC); Space Operations Course (SOC); and Space 200 (SP200).

Highly decorated Senior NCO with experience in leadership, cryptography, platform instruction, evaluations, training, space surveillance, space control, standardization inspections, professional writing, all MS Office Applications, and most importantly teamwork. Career included more than 15 years as a Space Operations professional (1C6X1), retired as a 9-level operator with the Master Space Badge. Retired as Superintendent, 381st Training Group Stan/Eval, Vandenberg AFB, CA. Lead evaluator for group commander’s four squadrons and one detachment – over 400 personnel. Conducted five Unit Compliance Inspections in preparation for the 2005 HQ AETC Inspector General ORI. Supervised and mentored flight’s four enlisted members on all enlisted matters, career enhancement, and professionalism. From 2002-2004 I was the Superintendent, Ground Based Radar Training Flight, 533d Training Squadron, Vandenberg AFB, CA. Directly supervised five NCOs, managed issues and provided guidance/mentorship for 19 enlisted members – stratified as #1 Senior NCO out of 17 by the squadron commander. Used ISD principles to develop, prepare and maintain training materials for a $400K simulator. Also taught over 2000 classroom and simulator hours; rated “Outstanding” on three evaluations.
