- Responsible for development and sustainment of maintenance safety programs and compliance, provides comprehensive safety direction and support to the Maintenance department. - Provides guidance and direction to management, and personnel on implementation of Safety Programs and continuous safety improvement.- Leads a matrixed group of maintenance managers in the evaluation of safety program effectiveness, root cause analysis, and corrective action implementation.Specific functions and responsibilities:- Audit performance and compliance with policies, programs, and procedures.- Advise and represent maintenance department during regulatory actions.- Review and assist in preparation of safety work plans, site specific safety and health plans, and Operations and Safety Evaluation checklists.- Coordinate with training department in the development of maintenance department safety training programs.- Manage the Maintenance Safety Management System (SMS); to include tracking and trending of data collected in the online ASAP & Incident reporting system, WBAT, to provide information and recommendations for corrective actions to senior management.- Supervise the SMS/WBAT Analyst- Maintain an open communication with the Safety Department (indirect reporting to the Director, Flight Safety and the Managing Director, Safety, Security & Compliance). - Respond to emergencies, and other incidents. Provides health & safety assistance at these incidents. - Provide technical assistance during emergency responses, and during handling of extremely hazardous substances; provide consultation in preparation for handling unusually hazardous operations.- Conduct site surveys to assure compliance with Health and Safety policies, programs, procedures and guidelines, and proper work practices needed to maintain a safe and healthful operation and work site. - Analyzes data and workflow to identify areas of opportunities and possible solutions.

Line Maintenance Aircraft Mechanic; performs inspection, repair, and airworthiness release for Boeing 767ER, and Airbus 330 aircraft.

- Leads safety representatives for seven organizations composed of over 1,600 personnel in the management of, and compliance with Naval Safety and OSHA programs.- Provides oversight, training, and guidance to subordinates for the development of mishap prevention techniques. Measures program success, provides quantitative, and qualitative feedback to organizational and executive level leadership. Additionally, assists with the procurement of staffing and material resources throughout all levels of the organization. - Conducts evaluations, training, and mentorship for 33 eleven person flight crews in the conduct of all mission areas and the proper use of available resources. - Personally qualified over 200 Aviators as Crew Resource Management Facilitators and instructors. Subordinate organizations received two Chief of Naval Operations’ Safety Awards and over 180 flag level awards for specific safety actions.

The MTS designee will have demonstrated highly effective teaching skills and a comprehensive understanding of learning management, training administration and curriculum management. The objective of this program is to create a cadre of personnel with advanced knowledge and capabilities to perform adjunct training management functions including: conducting in-service training, general military training, instructor evaluations and formal course reviews. The program also creates a nucleus of signature authorities, training mentors and MTS nomination board members to help ensure a successful command MTS program.

The enlisted crew leaders on the P3 Orions responsible for preflight and postflight inspections, starting and monitoring the engines, operating aircraft systems, fuel management, flight planning, servicing and the proper execution of normal and emergency procedures required for the safe operation of the aircraft. The experts on all of the aircraft’s power plant and airframe systems.If there is a problem with the aircraft, the FE is the one who is expected to take care of it. Nothing about a P-3’s operation should take the Flight Engineer by surprise.

Department/Division Leading Chief-Lead and inspire 135 Sailors to perform at their optimum, despite short notice and difficult tasking and environmental challenges. With zero tolerance for mediocrity, he mentored, trained, and equipped personnel with tools to tackle all challenges head on. Efforts resulted in the completion of over 1700 missions, and a successful deployment, overcoming all obstacles and providing combat ready aircraft on-station , on-time at the battle commanders request.-Provided involvement, sound guidance, and professional mentorship that led to the coordination of Task Group 172.2 and the RIM OF THE PACIFIC Exercise which was composed of 22 multi-national aircraft completing 107 missions and 481 mishap-free flight hours.-As the Leadership Training Continuum Coordinator, he masterfully managed the indoctrination and scheduling of all Leadership Training Continuum requirements for 117 Sailors from Marine Corps Base Hawaii.-His leadership and accomplishments were highly visible and lauded by both the chain of command and his peers for its positivity and efficiency.

-Managed training and administrative, financial, logistical needs for international military students (IMS) from Germany, Norway, and Pakistan. Additionally coordinated the use of U.S. assets for 142 international aviators from Argentina, Greece, Norway, Spain, Pakistan and Portugal.-Recognized expert in Security Assistance Training Program (SATP) matters and sought out by many local and out of area IMSO's. Throughly familiar with the Joint Security Assistance Training (JSAT) Regulation, NETSAFA International Military Student Officer Training Guide, and other SATP directives. Instrumental in coordinating itineraries for distinguished international visitors.-Ensured that staff and instructors were educated on security assistance measures. Met regularly with course supervisors to gauge IMS progress. Established outstanding working relationships many external support service offices to meet any needs of IMSs.-Effectively managed issues facing IMS and their dependents. Diligently worked with country representatives to head of potential problem areas with the intent of providing a highly qualified student back to their homeland.
