Insurance regulatory sherpa. 25 years as regulatory and litigation counsel for the PA Insurance Department, with 15 years as Deputy Chief Counsel for Litigation. I represented the Insurance Department and the Commissioner in administrative and appellate litigation, in every area of insurance regulation. I moved into private practice as a consultant in July 2014.Extensive litigation in the Commonwealth Court's original jurisdiction, and in the Pennsylvania Supreme Court, including complex Act 6 issues (auto insurance). My cases received national attention including Forbes magazine and a personal appearance on Inside Edition. Managed a team of staff counsel litigation and case management. Heavy emphasis on compliance issues for almost all lines of insurance coverage. I regularly negotiated Consent Orders and settlements with insurance producers and insurance companies, including reviewing and approving roughly 250 - 300 Consent Orders issued by the Department yearly. Lead counsel for multistate market conduct settlements, including a complex 41-state settlement. Routinely worked closely with the Commonwealth's Office of Attorney General (OAG) and federal prosecutors, coordinating the investigation and criminal prosecution of insurance producers and unlicensed insurers.Oversaw staff lawyers' litigation management. I have given numerous presentations and CLEs on insurance issues, litigation, negotiations, and regulatory issues generally. Served as statewide chair of OGC's Appellate Sub-committee, working with the statewide moot court program (33 agencies), yearly OGC University, and CLE programs. Graduated from Millersville University and the Dickinson School of Law, clerked for the Common Pleas Court for Franklin and Fulton Counties, then worked in private practice doing workers compensation defense.Oh, and I play guitar - a custom built copy of Jerry Garcia's Tiger, along with 70 of my videos on Youtube with about 1.3 million views.
