NAVSUP Energy is co-located with the Air Force and Army SCPs in the Defense Logistics Agency (DLA) McNamara Headquarters complex at Fort Belvoir, Virginia. With a team of engineers, logistics specialists, chemists and experts in naval petroleum requirements, NAVSUP Energy represents the Navy's interests in developing requirements, policies and procedures to support Bulk Fuel needs. We participate in NAVSUP Command Assessments and conduct Management Assistance Visits (MAVs). NAVSUP Energy interfaces with government and industry scientists, petroleum engineers, logisticians, Navy Fleet organizations, the Naval Fuels research community, the other Military Services, and DLA Energy to coordinate petroleum and supply chain policy and procedures.NAVSUP Energy's Facilities Engineering Division functions as the technical support and engineering services provider for fuel-related military construction (MILCON) projects and Sustainment, Restoration and Modernization (SRM) projects at all naval fuel activities. Personnel coordinate the submission of projects, provide daily advice and guidance on programs related to the operation of Navy fuel terminals, and lobby for and justify funding from DLA Energy to execute SRM and MILCON projects.

Conducted policy analysis and functional systems analysis for DLA Energy Inventory Division. Evaluates Regional offices to ensure all policies and guidances are followed correctly. Managed 13 contractors on Movements Under Investigation. I have investigated and corrected accounting errors totaling 310 million gallons of fuel in the Middle East. Visited DFSPs in the Middle East and evaluated the operation of each and reported findings to leadership; involving DESC-ME AOR. I accomplish in depth studies and trend analysis in reference to DFSP Inventories. I use my analytical abilities and years of fuels operational knowledge to investigate MUIs. Ensure each Defense Fuel Supply Point is in compliance with all applicable DOD and DESC policies. I provide data analysis for various reports, data requests from various sources, and develops and maintains metrics for management. I coordinate system improvement when dealing with System Change Requests (SCR) and Problem Trouble Requests (PTR) within the BSM-E Systems. I create new DESC Polices and checklists required to support DFSPs. Lead Inventory Management Specialist with their daily and monthly reconciliation tasks. Observe training provided by DESC Contractors to ensure DESC polices are strictly followed by Contractors. I develop and ensure implementation of the policies and procedures necessary to confirm timely and accurate fuel account reconciliation and audibility for DFSP locations worldwide. I assist all Responsible Officers with their DFSP reconciliation problems. I perform worldwide, regional, and DFSP specific trend analysis and random sampling to identify and provide corrective action on potential issues for DESC referencing all DFSPs. I train newly assigned Inventory Management personnel in the operation of all automated systems i.e. Fuels Enterprise Server(FES), Defense Fuel Automated Management Systems (DFAMS)and Oracle Energy Downstream (OED).

I Manage support initiatives for various clients both government and commercial;I am the Project Manager and Project Manager for GSA, VDOT and Australian Company, Transurban LTD. I also Manage network engineers and coordinate network support technicians for commercial contracts. I Accomplish various network infrastructure support duties when necessary for commercial contracts. I Manage the install of Credant software for government and commercial clients. I also Manage installs of Forescout appliances for both government and commercial clients. I am a Subject Matter Expert who has assisted with the creation of the DLA Fusion Center. Provided expertise for GLOC updates for DLA Fusion Center Application. I Evaluate and analysis DESC Business Systems Modernization problems reported to the Defense Energy Support Center (DESC) by BSM-E / FES users. I suggest corrective action to Database Administrators and DESC personnel in order to correct reported problems;coordinates interface issues with BSM-E Legacy Systems. Program Manager whom managed the deployment for Hardware upgrades for GSA locations nationwide. I research and assist in the development of new and improved Business Systems Modernization; using Fuels knowledge obtained through Air Force Career.

Provided direct and routine interface with Defense Logistics Agency (DLA), Defense Energy Support Center (DESC), the Service Control Points: Air Force Petroleum Office (AFPET), Navy Petroleum Office (NAVPET), Army Petroleum Office (APC), and other agencies charged with the responsibility for facts pertaining to facility repair upgrade, replacement project programming, and fuels project funding;• Also developed new opportunities for the Fuel System Services Line (FSS Line) that has direct or collateral relationships to the FSS Line primary focus;• Supported QC&I requirements and project site visits/audits, as well as participate in direct project-related work (Project Manager/Site Manager) on an as-required basis;• Developed relationships with strategic firms in the Wash DC area;• Directed, routine coordination with DESC Facilities and Environmental to keep abreast of developments and opportunities in near real time;• Directed, routine coordination with the Air Force Petroleum Office (AFPET);• Directed, routine coordination with the Army Petroleum Center (APC);• Directed, routine coordination with Navy Petroleum Office (NAVPET);• Directed coordination with Radian, Inc on the recently awarded DESC professional services contract;• In addition, concentrated on further development of the Radian relationship for other fuels-related opportunities of mutual interest;• Developed a market within DESC to provide data base management, (MS. Evaluates and analyses Fuel Enterprise Server (FES) problems reported to the Defense Energy Support Center (DESC) by FES users;• Suggests corrective action to Database Administrators and DESC personnel in order to correct reported problems;• Educates new users on the proper procedures involved in the use of the Fuels Enterprise Server;• Coordinates interface issues with Legacy Systems;• Researches and assists in the development of new and improved Automated Fuel Reporting Systems; using knowledge obtained through seventeen years of experience in the Air Force;• Markets BKA products to Petroleum users both in the commercial and military arenas;• Assists and educates users on the Business Objects queries which enhance their data retrieval capabilities;• Mentors new BKA FES support personnel;• Supervises four analysts and educates software developers on business rules; and• Manages the testing of all Business Knowledge software prior to the delivery to the government and commercial customers.

Evaluated and assisted in resolving problems related to Fuels Transactions which process through the Fuels Enterprise Server (FES);• Assigned to Tier 2/ASG as Analyst to support the Reconciliation process, which included all DOD Activity, which utilized the Fuels Automated System (FAS) and Fuel Enterprise Server;• Trained Endress & Hauser Help Desk personnel on the operation of the FES web enabled Broker Control Panel;• Developed a Troubleshooting Guide for correcting rejected Fuels Transactions;• Personally assisted DOD Activity in clearing hundreds of rejects;• Received accolades from Headquarter Air Forces in Europe for his assistance;• Monitored and reported anomalies to the FES Developers with suggested corrections;• Worked with all FES legacies i.e. DFAMS, OLVIMS, GAFS, FAST DATA, STARSFL and SOMARS; and• Worked with Defense Finance Accounting (DFAS) with problems they were experiencing with receiving Fuel Obligation Transactional Information.

Responsibilities include but not limited to building B2B E-Commerce Software i.e. Ariba Marketplace, Ariba Buyer and Ariba Dynamic Trade Environments for the Ariba Education Dept.;• Configuring a total of 160 Dell Desktops for Ariba Training Classrooms in the following areas Atlanta, GA, Tampa, FL and Singapore;• Built and configured 8 Dell 2450 Power Edge Servers to be used for ghosting images to the Training Classrooms and Application Servers for Ariba Marketplace Versions 7.0, 7.2, 7.21 and 7.5 in the following areas Atlanta, Georgia, Mountain View, California, Tampa, Florida and Singapore;• Created a Marketplace Standalone image for Versions 7.0, 7.2, 7.21 and 7.5, which allowed enhanced stability and easy deployment to Training Location Worldwide;• The standalone image included the Oracle Enterprise 8.16 Database, Ariba Software, JDK 1.2, Visual Café 4.0, Borland Jbuilder 2.0 and Dreamweaver 3.0;• This image allowed the delivery of all Marketplace Classes to include all Technical specific courses;• Assisted Ariba Training Partners i.e. Price Waterhouse Coopers, Trinet and IBM in creating their Ariba Marketplace environments;• Assisted Ariba Training Partners in troubleshooting their Ariba Marketplace Environments i.e. Oracle Database problems and Configuration tuning for Ariba Marketplace; and• Managed the Ariba Training Domain which encompassed the following geographical areas: Atlanta, Georgia, Mountain View, California, London, England, Tampa, Florida and Singapore.

Managed two Global Knowledge Training Centers, which consists of five fully operational classrooms;• Managed the delivery of all Global Knowledge curriculums i.e. Cisco, Nortel Networks, Microsoft, Red hat, Management Skills, Network Fundamentals, WAN Networking and Telephony, Internetworking, Web Site Management and Development, Perl, Compaq/Digital Training and Oracle Training;• Ensured customer satisfaction; assisted in creating a new marketing strategy;• Migrated the network from Ethernet to CAT 5;• Installed LAN room equipment i.e. Cisco routers, LAN Master Hubs, Digital and NT severs; and• Assisted fellow Training Center Managers, Training Operations Assistants, Product Managers and Instructors with several technical issues.

Created and deployed the curriculum for a Department of Defense computer program;• Overseen the creation of all curriculum material i.e. lesson plans, plans of instruction and all student materials;• Implemented the creation of specific manuals, which pertained to each military service i.e. Air Force, Army, Marine Corps and Navy;• Coordinated the creation of a Computer Based Training (CBT), which enhanced the students learning experience;• Hired, trained, coached and mentored an Instructor staff of sixteen, which included a staff of four formal classroom instructors and twelve field instructors;• Negotiated a 50% discount with Intergraph Inc. for Windows NT training; and• Conducted audits on instructors who were deployed worldwide.

Responsible for training over three thousand United States military members on Fuels Mobility Support equipment;• Prepared all support documentation for two different curriculums, to include all lesson plans, plans of instruction and student manuals;• Ensured both courses of instruction met the Community College of the Air Force criteria and standards;• Created standards to allow the courses to become accredited with the Community College of the Air Force;• This accreditation process gave each graduating student college credit hours for attendance;• Submitted several suggestions, which were implemented, upon implementation of the suggestions the Air Force saved hundreds of thousands of dollars in materials;• Responsible for the supervising of the storage, inspection and operator maintenance of Aerial Bulk Fuel Delivery Systems assigned as assets to the Headquarters United States Central Air Forces Forward, during Operation Desert Storm; and• Ensured assets, valued in excess of $5 million were maintained operationally ready at all times to re-supply combat forces.
