My experience in the nuclear power industry spans the timeframe immediately following the events at TMI-2 through the industry response to the events at Fukushima Daiichi. During this time, I worked for the Southern Nuclear Operating Company (and its predecessors) rising to the position of Principal Licensing Engineer in 2012 until my retirement in 2015. I had an opportunity to work closely with several individuals involved in the original licensing of the existing fleet of plants and from them, developed a thorough understanding of the original licensing process as well as the significant regulatory changes that have occurred during the past 30+ years. I have an in-depth knowledge of the licensing process for the current fleet of operating plants and industry issues over the past 25 years. With a background that includes design, implementation, procurement engineering, and licensing, I have a broad understanding of the quality assurance requirements of 10 CFR 50, Appendix B and its corresponding programmatic requirements. Specific experience includes:(1) Initial licensing of Independent Spent Fuel Storage Installations (ISFSIs) for the Farley, Hatch, and Vogtle plants in accordance with the general license provisions of 10 CFR Part 72, including: - vendor bid evaluation and selection, - required Part 50 licensing evaluations, - development of the 10 CFR 72.212 Report, - development of 10 CFR 72.48 evaluations, and - heavy load handling in accordance with NUREG-0612 including replacement of a Part 50 single failure proof crane under the provisions of 10 CFR 50.59 to the full satisfaction of the NRC. (2) Development of the SNC QA Topical Report involving: - combining three individual QA programs into a single program based on NQA-1-1994, - resulted in a common QA program for the SNC fleet, and - NRC review completed and SER issued less than one year following initial submittal.(3) Decommissioning funding activities including: - calculation of the NRC minimum funding requirement for each operating plant, - development of the reports required by 10 CFR 50.75 for multiple owner companies, - development of the Farley, Hatch, and Vogtle Decommissioning Cost Studies, and, - licensing/regulatory support for traditional cost-of-service rate-making activities.
