MANAGER - Kizer Energy – Oil and Gas Measurement (PLC, Venezuela) [2 yrs.]Develop a new business opportunity to expanded the company’s physical presence in Eastern Venezuela by successfully developing and managing a Certified Oil and Gas Measurement Company (METREX) from start-up to daily management. The success of METREX is based on International Quality Standards and IOC’s measurement programs.MANAGER - Kizer Energy - Faja Mid-Stream Operations (El Tigre, Venezuela) [2 yrs.] Manage the PDVSA, Exxon, ConocoPhillips, Chevron Joint Venture Heavy Oil Operations and Maintenance program at the PTO Mid-Stream Plant. The facility inputs heavy crude oil from all Partner production fields. The 1MM bbl. storage and fiscal metering facility pumps heavy crude oil via a shared 36” pipeline 200km to Partner Upgraders for processing diluent and export products. Chevron - Hamaca Heavy Oil Project) [3 yrs.]Provide the Project Management Team, the knowledge, direction and resources to drive the Upstream Interface Management process for the expansion of an existing Light Oil Operations Complex (50mb/d) to Heavy Oil Operations (150mb/d) from well head to LACT units. My Team focus was on Critical Risk Management Safeguards for the new design and construction interface with existing production systems from EPC through Commissioning and Startup. The Team identified and evaluated hazard mitigation strategies to ensure appropriate risk management techniques are in place during the Project; completed injury/incident free by fifteen Stakeholder companies.

INDUSTRY HSE CONSULTANT to Angolan Government (Chevron Texaco) [3 yrs.] Provide comprehensive emergency management consulting services to the Angolan Government’s National Oil Spill Response Commission, for the joint (IMO/IPIECA) development of the Angolan National Oil Spill Contingency Initiative (OPRC). Direct the development of the Angolan Oil Spill Response, regulations and safe-work interface objectives between Industry stakeholders, the Minister of Petroleum and six other Ministries. Organize and execute three international OPRC Conventions in West Africa, leading to the final approval of the Angolan National Oil Spill Plan, fostering government cooperation for the use of dispersants and furthered positive HSE regulations. I trained government, industry and public stakeholders in Tier 2 & 3 Oil Spill contingency planning and response methods. Maintenance Mgr./Facilities Mgr./Field Superintendent (Texaco-Ecuador) [13 yrs.] Managed Texaco’s largest international oil and gas maintenance program. This included 23 production facilities producing an average of 230,000 BOPD. Management activities included all phases associated with hiring, training and leading a three-hundred-man multi-cultural Projects, Technical and Maintenance Team in a remote location. Responsibility included operations facilities, pipeline systems, communication and automation systems. The Project involved design, construction and installation of production facilities from the wellhead to LACT units. Production systems included lateral P/L installations; gas lift plants; power oil injection systems, 200 ESP’s, a water flood installation, a 500 km, 25,000KW-69KVA turbine power generation/distribution system, and a 1200 B/D fuel topping plant.
