The role involved conducting tailored Capability Maturity Model assessments of 3PL service providers, analyzing their supply chain operations, and offering strategic recommendations for the optimal logistics model. Additionally, potential public-private partnerships were explored to enhance efficiency in the distribution of Insecticide Treated Nets to the last mile. As part of this effort, interviews were conducted using the Sequence of Operations methodology to evaluate the operating model of the Central Medical Store Agency (CMSA).

Last Mile Logistics Model Design - The main objective of the assignment was for TDG Advisors to lead a support team in partnership with IQVIA for the "Communities Health Supply Chain Procurement Supply Management (PSM) Assessment and Revitalization Project" in Malawi. The project involved analysing research data provided by IQVIA to evaluate the effectiveness of the Last Mile supply network from Health Centres to Health Posts. I developed and proposed four distinct Last Mile logistics models, to address identified challenges. A well-defined Blueprint and a detailed three-year costed implementation plan were also created, providing actionable recommendations and a clear roadmap for revitalising the Community Health Supply Chain in Malawi.

This encompassed effectively managing order fulfilment and distribution to both domestic and export markets through the Gauteng-based Head Office, which included extensive warehouses spanning across 25,000 squares of meters and efficient logistics operations.Key functions of the role included implementing strategic plans, overseeing budgeting processes, ensuring profitability, and driving overall business growth. Additionally, a crucial aspect was establishing and nurturing mutually beneficial relationships with IHS clients, their customers, and IHS service providers, while always adhering to regulatory requirements set by organisations such as SAHPRA (South African Health Products Regulatory Authority) and the SA Pharmacy Council.

The objective was to ensure the standardization and coordination of work among independent consultants who were contracted to implement the provincial supply chain proof of concepts. This included implementing the Direct Delivery from suppliers to health last mile facilities (DDV Strategy) and relieving congestion at Provincial Medical Supply Depots in provinces crucial to the implementation of the Provincial Medicine Procurement Unit (PMPU) and Central Chronic Medicine Distribution and Dispensing (CCMDD) supply chain models.

Additionally, I conducted comprehensive assessments to evaluate the localization and sustainability of this model.

Public Health System Strengthening - To gain a comprehensive understanding of the public health supply chain landscape and address any existing limitations, the provincial warehousing and distribution processes for the Gauteng Medical Supply Depot (MSD), the Limpopo Provincial Pharmaceutical Depot (LPPD), as well as the Western Cape Medical Depots were mapped out.The responsibilities of this assignment included developing robust supply chain models and crafting an implementation plan specifically tailored for the distribution of ARV commodities by the South African Catholic Bishops Conference (SACBC). Additionally, the assignment entailed leveraging existing networks to coordinate distribution of circumcision kits to nominated USAID sites, across the country.

The role also ensured compliance with pharmaceutical licensing regulatory bodies, Botswana Medicines Regulatory Authority, and the South African Health Products Regulatory Authority (SAHPRA)Additionally, the position was responsible for coordinating export operations regionally. This included integrating the third-party logistics operations and export markets of RTT Health Science's commercial clients in South Africa. The objective was to establish synergies and optimize the distribution network across the African continent. This role played a vital role in ensuring seamless coordination and efficiency in the export operations.

Export Operations & 3PL Relationship Management - My responsibilities primarily involved achieving sales targets for pharmaceutical manufacturing clients of Pharmaceutical Healthcare Distributors (PHD) in their global export markets. This required maintaining a high level of operational performance in line with ISO 9001 Quality Management System Standards. Additionally, I oversaw the export administration operations, which included managing import and export documentation and licenses for the transportation of pharmaceutical products. It was crucial to maintain accurate records to ensure a complete chain of custody and uphold quality standards throughout the process.I continued to manage the 3PL business relationship between PHD and Kalahari Wholesalers' custom bonded warehouse on behalf of the PEPFAR-Funded Supply Chain Management Systems' (SCMS).
